Under the supervision of the Contracts and Purchasing Manager for the Division of Benefits and Medical Eligibility (DBME), this position will provide oversight and management of all Disability Determination Services Administration (DDSA) contracts. The Contracts Management Specialist establishes and maintains contracts, and confers, advises, and provides technical assistance on contract related issues to management and statewide program staff. This position also works regularly with the DBME Contracts & Purchasing Manager and the Office of Procurement during solicitations and in all aspects of contract management. Receives information and provides clarification on contracts related issues; plans and coordinates joint efforts with other departments and staff, as needed; resolves complex contract issues; and makes decisions based on Division's policy and input from senior management. This position will not interact with DDSA clients.


Job Duties:

Essential Duties and Responsibilities include but are not limited to:

- Coordinate with DBME Contracts Manager and the DES Office of Procurement in the development, execution, and management of contract agreements on behalf of DDSA.
- Assist DDSA in the development of scopes of work; participate in vendor evaluation during solicitations; draft contract agreements and prepare them for signature; and, amending the terms of all contracts timely.
- Monitor contracts including but not limited to ensuring compliance with contract terms and conditions including federal and state laws, regulations, and Department policies and procedures.
- Provide timely, appropriate, and professional technical assistance as issues arise and take appropriate action as warranted by the situation.
- Confers, advises, and provides technical assistance on contract related issues to management and program staff.
- Performs research, gathers information, solves problems, and improves contract administration procedures at the program level based on applicable policies and procedures.
- Ensure accurate contractual related information is communicated to vendors and business partners in a timely and professional manner..

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

- Federal and State laws, regulations, policies, procedures, and practices regarding procurement including the Arizona Revised Statutes (A.R.S.), Arizona Administrative Code, and rules pertaining to State contracting including the Arizona Procurement Code and DES/Division policies and procedures.
- Management of contract agreements.
- Solicitation techniques, procurement practices, processes, and procedures.
- Contract language interpretation including terms and conditions.
- General knowledge of basic accounting practices and business law.

Skill in:

- Analyzing complex issues and problem resolution with minimal impact to Division's customer base.
- Establishing, building, and maintaining professional relationships with program staff, vendors, and all internal and external customers involved.

Ability to:

- Communicate effectively
- Analyze and interpret federal and state law, contract terms and conditions, and program policies and procedures.
- Read, interpret, and apply relevant laws, regulations, policies, and operating procedures.
- Work as a member of a team and independently.
- Display sound judgment.
- Contribute to discussions and offer ideas and solutions.

Selective Preference(s):

The ideal candidate for this position will have:

- Bachelor's degree in Business Administration, Accounting, Finance, Economics or related field from an accredited college or university, or, a Master's degree in Business Administration, Accounting, Finance, Public Administration or related field from an accredited college or university.
- At least one to three years of experience in state or local government procurement or contract administration.

Pre-Employment Requirements:

If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver's License Requirements. Any employee operating a motor vehicle on State business must possess and retain a Current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

- Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
