The Department of Economic Security, Office of the Director is seeking an experienced and highly motivated individual to join our team as an Administrative Services Officer 2 (Graphics and Design Lead). The Graphics and Design Lead supervises the Graphics and Design Unit and is responsible for production, oversight, data management, and performance reporting for the unit. This position develops, implements and administers agency policies and procedures pertaining to document management (both hard copy and electronic), Spanish translation of documents and web pages, and document printing. The Graphics and Design Lead is responsible for the creation, revision and maintenance of the agency's printed and electronic documents, Spanish translation of the Department's documents and web pages.

This position may offer the ability to work remotely within Arizona based upon the department's needs and continual meeting of expected performance measures.

Job Duties:

Essential Responsibilities include but are not limited to:
• Supervise the creation, revision, and distribution of the agency's printed and electronic documents, including Spanish translation of documents. Plans, researches and develops project from rough draft through final production within scope of deadline and budget. Responsible for production and oversight; data management; decisions on space and resource requirements; and staff performance appraisals.
• Conducts project management, including consulting and communicating with customers, and provides technical direction to meet their needs. Consults with various outside vendors, printing companies, USPS, DES Web Team and wide array of suppliers to coordinate final product. Utilize a Web-based tracking system for collection and history of projects.
• Conceptualizes, plans, and executes graphic presentations for print and digital media, focusing on layout, typography, color theory, editing and proofreading for accuracy and clarity. Conducts creative designing within scope of project, performing professional-level work in illustration, graphic design, layout, and/ or general graphic production work.
• Works with internal web team to determine requirements, design, and approve digital format for the Graphics and Design Unit to improve communication across divisions. Increase efficiencies, and reduce costs associated with providing document management, form generation, distribution and translation services.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Planning, control, and supervision.
• DES policies and procedures involving assistance programs such as ADA, LEP, GINA, EOE and USDA.
• Contemporary graphic design techniques and practices, specifically related to accessibility.
• Application of various tools, supplies and equipment used in graphic design work; various media, materials and processes used in both traditional and electronic graphic arts reproduction.
• Reproduction methods; principles and techniques of illustrations.
• Mailing regulations; copyright laws pertaining to photographs, art and text; and information privacy and confidentiality rules.

Skill in:
• Safe use of graphic design tools, equipment, and supplies; cartography; drafting.
• Creative design and photography.
• Use of design software, including Adobe.
• Creative Suite, Photoshop, Google, and related programs.
• Written and verbal communication; communicating technical information verbally and in writing to both technical and nontechnical personnel; and communicating effectively with all levels of management.
• Conflict resolution.
• Organizing resources and establishing priorities.

Ability to:
• Establish and maintain effective working relationships.
• Coordinate project stages to meet deadlines.
• Apply techniques and principles of work management and leadership.
• Coordinate, review and evaluate the work of others.
• Perform the full range of techniques of a professional graphic artist/designer; do layouts and paste-ups; create exhibits and displays.
• Exercise independent judgment.
• Think constructively and abstractly.
• Capture essence of customer requests and transform into coherent products that meet customer expectations.

Selective Preference(s):

The ideal candidate for this position will have:

• Bachelor's degree in a graphic design, visual communication, or related field. At least three years of previous experience or an equivalent amount of training and experience. Previous supervisory experience.

• If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
