The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.

DES is seeking an experienced and highly motivated individual to join our team as a Statewide Programs Manager with the Workforce Development Administration (WDA). This position is responsible for work of considerable difficulty in planning, organizing and directing state-wide programs. This position works with appropriate program managers to develop, implement, and evaluate statewide Administration goals, policies, procedures, and includes operational governance, special projects and assignments, data analysis and submission of state and federal required reports. The position will also work with community partners to include the Local Workforce Development Areas (LWDA) engaging and collaborating in identifying strategies for WIOA target populations.

This position will be required to utilize a business methodology that drives continuous improvement.

Travel will be required for meetings/training, conduct office visits/reviews and onboard new staff.

Travel will be required for State business. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

• Develops, organizes, coordinates program goals, services, objectives and strategies governing the statewide operations of the administration.
• Reviews program efficiency and effectiveness making changes as necessary.
• Translates the Department, Division and Administration's strategic priorities to the operational work of supervisors, contractors, and their teams; assists supervisors and contractors in understanding and communicating direct service alignment with strategic priorities.
• Participates with other governmental and external agencies to interpret and coordinate service programs.
• Represents the Department, Division, and Administration in internal and external meetings and/or presentations.

Knowledge, Skills & Abilities (KSAs):

• Knowledge of effective management and supervisory techniques.
• Knowledge of budget, fiscal, and procurement practices.
• Skills in leadership and developing the confidence, competence and potential of individual staff and teams.
• Skills in customer service, teamwork, collaboration and interpersonal communication, including de-escalation and conflict resolution.
• Skills in written and verbal communication, including public speaking and presentation.
• Proficiency with G-Suite and data systems.
• Ability to learn & apply applicable Federal and State laws, rules, regulations, policies and procedures.
• Ability to work effectively independently and as a member of diverse teams.
• Travel to locations within assigned area and to statewide meetings, which may include navigation in rural or otherwise difficult to locate areas.
• Ability to promote ARIZONA@WORK verbally and in writing to diverse audiences.

Selective Preference(s):

The ideal candidate for this position will have:

• 2 years managerial experience in one or more of the functions related to the duties of this position.
• Bachelor's degree in business or public administration or related degree from an accredited college or university.
• Experience in the management of diverse, remote cross functional teams, monitoring and achieving contractual and federal targets.

• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
