Position Summary
The Associate Director of Workforce Education Administrative Services provides high-level administrative and programmatic support for Bellevue College's Workforce Education programs, Basic Food Employment and Training (BFET) program, WorkFirst, Opportunity Grant and Worker Retraining. This role ensures program compliance with Department of Social and Health Services (DSHS), Employment Security (ESD) and Workforce Education guidelines. The Associate Director supervises administrative support staff, manages student service operations, and supports cross-functional coordination to facilitate equitable student access to educational and financial resources. This position utilizes specialized expertise in state and federal program regulations, acts as a liaison with internal and external stakeholders, and engages in continuous process improvement in support service delivery.
Pay, Benefits & Work SchedulePosition Salary Range: $78,777/year - $114,227/year
The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Typically, new hires start no higher than $87,639 per year based on Bellevue College Exempt salary schedule.

The employee is scheduled to work 40 hours per workweek. This position may be eligible for overtime under the overtime provisions of the Fair Labor Standards Act. Positions with salaries below the WA State Salary Threshold is eligible for overtime pay.

About the DepartmentThe Workforce Education (WE) department promotes student success by reducing barriers to education and employment. Through a range of support services, including tuition assistance, personalized advising, and college navigation to individuals with limited financial resources and dislocated workers to achieve their educational and career goals. Essential FunctionsManagement of Program Compliance & Student Eligibility Monitoring
- Manage tracking and reporting of BFET student eligibility, participation, and academic progress for a caseload of 120+ students per quarter.
- Manage ongoing documentation and status updates in eJAS (DSHS tracking system), including opening, closing, and modifying student components per state guidelines.
- Manage the review of Individual Employment Plans (IEPs); ensure timely updates and enforce documentation compliance.
- Oversee the submission and tracking of student progress reports.
- Manage tracking spreadsheets, monitor financial aid and enrollment data, and flag issues requiring intervention.
- Collaborate with DSHS and internal teams to resolve eligibility or participation issues.
- Attend and apply insights from DSHS and SBCTC trainings/webinars to maintain compliance and identify process improvements.
- Communicate with SBCTC staff as needed to clarify guidelines and ensure program compliance; oversee internal file audits to prepare for annual SBCTC program monitoring.
- Manage the documentation process for participation requirements on Working Connections Child Care (WCCC) subsidy recipients.
Supervision of program operations and staff
- Supervise designated full-time and part-time classified staff. Select and hire staff, make recommendations for disciplinary action, approve/deny leave requests, evaluate employee performance on a yearly basis, resolve grievances in consultation with HR, establish office expectations, and take corrective action.
- Oversee key communication hub for the department, managing the Workforce Education inbox and main phone line.
- Troubleshoot and update departmental databases (Access and Excel); create and revise departmental forms (Word, Adobe Acrobat, WordPress).
- Maintain internal policies and procedures manual.
- Manage department website content updates and assist in creating accessible, user-friendly student resources.
- Provide policy guidance to colleagues on DSHS, ESD requirements; assist with staff training and knowledge transfer.
- Draft and distribute timely communications and announcements to students.
Support Services Management Course Materials and Credential Testing
- Manage quarterly textbook and material funding requests for BFET and WorkFirst participants, ensuring compliance with DSHS funding criteria.
- Provide policy guidance and support to staff issuing additional services (e.g., transportation assistance, credential testing assistance, laptop and calculator loans).
- Develop and manage tracking tools to monitor eligibility based on enrollment status, financial aid data, and advisor input.
- Authorize and issue support services, prepare and process Participant Reimbursement (PR) forms, and ensure accurate and timely documentation in eJAS.
- Manage administrative staff on the purchase of eBooks and physical textbooks via campus bookstore, Amazon or publisher sites; that coordinate with bookstore and vendors for special orders, backorders and substitutions.
- Manage the auditing of bookstore transaction summaries; oversee the resolution of discrepancies in charges or material returns.
Student Support & Coordination
- Manage and resolve complex situations effectively; coordinate resolution with the Director when necessary.
- Lead resolution of complex student, eligibility, and department policy issues referred by other WE staff; provide responsive and knowledgeable support to students through phone, email, and in-person contact.
- Assess and clarify program eligibility, college policies, and procedural questions; refer students to appropriate college or external resources.
- Perform other duties as assigned.
- Bachelor's degree in education, social work, public administration, or related field (or equivalent relevant experience and education).
- Five or more years of experience in higher education, specifically in workforce development or social services.
- Five or more years of demonstrated knowledge of BFET, DSHS, ESD and Workforce Education guidelines and systems (especially eJAS).
- Three or more years of experience working with financial aid processes and documentation.
- Three or more years of Grant Compliance or Audit Preparation Experience, direct involvement with preparing for audits or maintaining documentation to meet compliance for state/federal funding.
- Demonstrated experience in process improvement, form development, and interdepartmental coordination.
- Demonstrated experience navigating complex compliance systems and collaborating with external agencies.
- Proficient in Microsoft Office Suite (Outlook, Excel, Word, and Access); Adobe Acrobat; experience with WordPress.
- Strong organizational, analytical, and interpersonal communication skills.
- Ability to manage sensitive data with confidentiality and accuracy.
- Three years of experience working in a community or technical college setting.
- Knowledge of Equity and Inclusion Practices: Understanding of equitable program delivery and cultural competency in serving underrepresented or underserved student populations.
- Experience with Data Analysis and Reporting: Ability to compile, interpret, and present data to inform decision-making, improve services, and maintain compliance.
