Position Summary  

The Case Manager (Program Specialist 3) supports Bellevue College¿s Career Education Options (CEO) program by providing comprehensive case management, coordinating services, and ensuring students remain eligible and successful within the state¿s youth reengagement framework. The position guides students who have dropped out of high school or are at-risk of doing so through pathways that may include earning a high school diploma or equivalency, taking college courses, and accessing community resources.

Pay, Benefits & Work Schedule  

Position Salary Range: $59,724/year - $80,436/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Individuals newly hired to Classified position are placed in a salary range based on the WPEA Collective Bargaining Agreement.

The employee is scheduled to work 40 hours per workweek. This is a Classified, overtime eligible position and represented by the Washington Public Employee Association of Higher Education (WPEA-HE).

About the Department  

The Center for High School Programs supports the mission of Bellevue College by providing high quality, needs-based and accessible services, which support student access to and completion of educational opportunities that advance pluralism, inclusion, and global awareness. The Department is comprised of trained and experienced professionals who work directly with Bellevue College students to support them in meeting their high school, college, and career goals.

Career Education Options (CEO) is a specialized youth reengagement program established by Washington State House Bill 1418. WAC 392-700 was written to ensure that students who have dropped out of high school, or are very likely to do so, are given the opportunity to continue their education through the reengagement system. This system provides for multiple pathways of educational programming. In addition to a high school diploma the system allows students to study for their high-school equivalency certificate, enables them to attend college at no cost, provides high level of case management support, and does not require them to have high school graduation as their primary goal.

Essential Functions  

Case Management

  • Explain program eligibility requirements and benefits and assist students with completing all required enrollment steps. 
  • Review and process college entry applications. Evaluate student transcripts to identify compliant educational pathways and support efficient progress toward academic goals. 
  • Provide regular, ongoing support to help students succeed in academic and employment activities. Meet with each case load student at least 2 hours monthly to set goals, identify and address barriers to success, monitor progress, adjust goals as needed, and support transitions to employment or post¿secondary education. 
  • Provide academic advising, career guidance, and employment assistance. 
  • Connect students with appropriate internal and external support services to address barriers and strengthen personal and academic success. 
  • Document all student interactions, including detailed case notes, progress updates, and significant events. 
  • Maintain accurate student records, including attendance and case management documentation. 
  • Track students who leave the program before completion and make efforts to re¿engage them, such as contacting students by phone or email.

Internal and External Communication

  • Communicate and collaborate with parents or guardians to address concerns and support student progress. 
  • Coordinate with instructors to discuss student performance, resolve issues, and share relevant updates. 
  • Engage with external professionals¿such as probation officers, counselors, psychologists, and juvenile court staff¿to align on plans that support students¿ educational goals. 
  • Participate in program meetings and share areas of success and challenges with team members. Create and distribute informational materials, such as flyers, newsletters, email announcements, and event promotional content, to keep students and campus partners informed.
  • Maintain accurate and timely records and share these with program staff as needed for required reporting.

Activities and Compliance

  • Assist in development of program policies, procedures, and standard processes that are in alignment and compliance with House Bill 1418 regulations and Bellevue College policies and procedures. 
  • Stay informed on any changes in rules, regulations, laws or policies that affect program eligibility or operations.
  • Perform other duties as assigned.
Minimum Qualifications  
  • Bachelor¿s degree in social work, counseling, education, or a related field. Equivalent experience may be substituted on a year¿for¿year basis. 
  • At least two (2) years of experience providing case management, counseling, or direct services to individuals experiencing barriers to education or employment, or to youth ages 16¿21. 
  • Proficiency in Microsoft Office software. 
  • Experience presenting program requirements and materials in a clear, effective manner. 
  • Demonstrated experience working collaboratively in a team environment with employees, students, and community partners. 
  • Effective interpersonal skills, including creative problem¿solving and conflict resolution. 
  • Demonstrated ability to build and maintain relationships with internal and external partners. 
  • Experience with data collection, tracking, and reporting.
Preferred Qualifications  
  • Master¿s degree in a related field. 
  • Experience and knowledge of ctcLink (Peoplesoft). 
  • Experience, education or training in counseling. 
  • Experience providing case management to at¿risk or reengaged youth. 
  • Experience working in higher education.
