Position Summary  

The Division Operations Director provides support for the delivery of instruction and student success by leading and managing the Health Sciences, Education and Wellness Institute's (HSEWI) support operations, operating budgets and supervising division staff.

The Division Operations Director has authority to implement Division policies and procedures by creating, communicating, and maintaining the Division procedure manual in collaboration with the Dean. This position will also initiate and lead process improvement and change management using Lean principles.

The Division Operations Director has financial authority on state and self-support budgets by managing and analyzing budgets, including assisting with planning, development, reconciling and reporting for all division operating budgets including expenses, reimbursements, and travel requests. Track usage, reconcile and approve P-Card purchases. Oversee and track fee codes on classes in HP system to ensure students are charged correctly. Oversee and process faculty pay in the form of Special Assignment Forms (SAFs) and Personnel Action Forms (PAFs). Oversee and process other finance and budget related forms.

Pay, Benefits & Work Schedule  

Position Salary Range: $81,734/year - $118,514/year 

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Typically, new hire starts no higher than $90,929/year based on Bellevue College Exempt salary schedule.

The employee is scheduled to work 40 hours per workweek. This position is exempt from the overtime provisions of the Fair Labor Standards Act, which means that you are not eligible for overtime pay.

About the Department  

The Health Sciences, Education and Wellness Institute (HSEWI) of Bellevue College strives for excellence through our highly competent faculty and staff as well as through our enriched curriculum. HSEWI is composed of fourteen unique programs that address critical workforce needs in the region and nation. Each program focuses on providing education and training for professions in healthcare, education, and wellness.

Essential Functions  

Managing support operations

  • Articulate and support the Health Sciences, Education and Wellness Institute (HSEWI) vision and purpose.
  • Promote a diverse, equitable, and safe working environment
  • Utilize delegated authority to assist the Dean with operating details.
  • Enhance accountability, productivity, efficiency, and professionalism of HSEWI operations.
  • Establish rapport and facilitate cooperative working relationships between division and college offices, including Finance, Personnel, Travel, Academic Affairs, Student Affairs, other academic divisions, other offices/personnel, and external partners.
  • Exercise independent judgement, decision making, discretion, confidentiality, and creative problem-solving skills to address a variety of instructional and managerial issues.
  • Support faculty with delivery of instruction, student success, and faculty achievement by providing exceptional service, responsive administrative functions, and timely communication.
  • Promote a diverse and equitable working environment.
  • Support and coordinate division activities involving adjunct and full-time faculty. 
  • Review and monitor full-time faculty workload and payment accurately. Identify and resolve problems related to faculty meeting contractual Full-Time Equivalent Faculty (FTEF); monitor all payments to faculty, including part-time salaries, full-time overload payments, and stipends in a timely manner. 
  • Provide quarterly updates and reminders about workload, work-based learning calculators, and fiscal year purchasing requirements, etc.
  • Oversee development of procedures related to new tools.
  • Coordinate all resources and office space for faculty and staff as well as track and monitor computer acquisitions, allocations and replacements along with office equipment and supplies for entire Division (staff and faculty.)
  • Provide signature authority for issuing of swipe card and key access to HSEWI faculty and staff.

Manage division budgets and contracts

  • Manage and analyze operational budgets, including assisting with planning, developing, reconciling and reporting for all division budgets, including expenses, reimbursements, and travel requests; regular reporting; maintain fiscal records (such as, receipts, purchase requisitions and other documents), and recommend financial strategies.
  • Oversee the contract process for services.
  • Reconcile personal procurement card transactions monthly.
  • Approve staff procurement card logs monthly. 
  • Ensure accurate and ethical stewardship of college funds.
  • Oversee and process faculty stipends in a timely manner.

Manage support staff

  • Utilize delegated authority to assist the Dean with operating and administrative details.  
  • Collaborate with Assistant Dean/Dean with the development of and building of quarterly and annual class schedules and monitor schedule efficiencies. 
  • Hire, supervise, train, develop and evaluate staff performance. 
  • Promote professional development among staff.  
  • Ensure compliance with college policies, procedures, and collective bargaining agreements. 
  • Provide training to staff related to their responsibilities. 
  • Conduct regular meetings with staff and share information from other meetings.  
  • Approve staff leave requests and time sheets. 
  • Perform other duties as assigned.
Minimum Qualifications  
  • Bachelor's degree - OR - equivalent combination of education and work experience, such as Associate's degree with two (2) years of administrative support experience with increasing responsibilities
  • Minimum two (2) years of administrative support experience with increasing responsibilities
  • Supervisory experience, including leading, training and professional development of staff
  • Experience managing complex operating budgets, grants and contracts
  • Experience with course management software system
  • Work experience in higher education
  • Experience evaluating and assessing data
  • Proficient use computers and software applications, such as, SharePoint, WordPress, and Microsoft Office 365, with advanced experience in MS Excel, especially using complex calculation and function features
  • Ability to exercise independent judgment, decision making, discretion, and confidentiality 
  • Experience with time and conflict management, organizing workflows, and implementing policies and procedures
  • Ability to work independently while successfully directing and completing multiple projects while meeting deadlines
  • Demonstrated experience working with diverse colleagues and/or students in a collaborative and inclusive environment
  • Effective written, verbal, and interpersonal and communication skills
Preferred Qualifications  
  • Work experience in academic division
  • Knowledge of Washington State community college processes and procedures, including curriculum requirements, Washington Administrative Code (WAC), and the Revised Code of Washington (RCW) as they relate to higher education
