Position Summary  

Under the direction of the Payroll Director, perform complex, paraprofessional-level accounting and advanced clerical work related to the entire processing and responsibility of the payroll function for Bellevue College and all colleges who contract for payroll services. This includes computation of semimonthly payroll preparation, labor contract analysis, system analysis, report reconciliation and auditing to ensure the accuracy and completeness of all payroll-related transactions.

Pay, Benefits & Work Schedule  

Position Salary Range: $46,620/year - $62,592/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Individuals newly hired to Classified position are placed in a salary range based on the WPEA Collective Bargaining Agreement.

The employee is scheduled to work 40 hours per workweek. This is a Classified, overtime eligible position and represented by the Washington Public Employee Association of Higher Education (WPEA-HE).

About the Department  

The Payroll Department processes and manages complex transactions ensuring all employees are paid in an accurate, timely, and cost efficient manner in compliance with College policies and governmental regulations. Provides information and consultative solutions to employees and administrators to solve urgent problems today and advance college goals and objectives. 
 

Essential Functions  

Payroll Processing

  • Calculate and process complex payroll deductions including taxes, garnishments, and employees¿ benefits. 
  • Provide a timely response to the garnishment related requests; validate the garnishment payment. 
  • Assist in ensuring accurate and timely production of payroll functions for four state colleges. 
  • Oversee and audit the daily operations of the payroll coordinators when assigned.
  • Work with records and reports in ctcLink to process payroll and payroll related activities.
  • Set up all general deductions for new hires & update the status during the separation process.
  • Schedule payroll related processes and posts jobs in the PeopleSoft (ctcLink).
  • Ensure direct deposit is established for new employees.
  • Process online payroll tax payments for Internal Revenue Services (IRS).
  • Analyze vendors payroll reports, validate the payments, and provide Vendor Extract Summary Report to Finance departments.
  • Analyze and identify problems with data transmission from Time and Labor to Payroll Module in ctcLink.
  • Communicate with HR office, departments, vendors, and external agencies to exchange information, resolve the payroll related issues, and serve as a resource to HR office, departments, outside agencies and other regarding payroll functions.
  • Coordinate auditing, record-keeping, and reporting functions to ensure proper application, calculation, and reporting of payroll data.

Absence Management and Timekeeping

  • Review and validate the leave balance for all types of employees. Run off cycle process for leave balance correction.
  • Set up Time Reporter Data and work schedule for all new employees.
  • Review timesheets for accuracy and approvals; process the timesheets and reported leave.
  • Run and analyze queries for validation of reported hours.
  • Verify overtime, suspended operations, and all other special calculations for accuracy.
  • Input/correct the hours for employees as an administrator when it is necessary.
  • Send semimonthly notification to the supervisors on the missing timesheets for classified and exempt overtime eligible employees. 
  • Provide the necessary information to the State Board to set up the leave rule in ctcLink.

Reporting and Training

  • Assist Payroll Director and Payroll Manager with conducting research, analyzing legislative changes pertaining to retirement, health benefits, tax codes, and implementation at the colleges level as needed.
  • Assist in technical training for payroll staff to ensure the implementation of best practices within the department.
  • Provide technical training and assistance to employees and supervisors on payroll activities, payroll related policies and procedures, related functions, leave of absence and time reporting.

Managing Payroll Data for Department of Retirement System (DRS)

  • Manage posting of all new hires/separations in DRS-ERA system.
  • Provide the information related to payroll to DRS.
  • Balance semi-monthly payroll DRS activity, and monthly accounts receivable 
  • Analyze and resolve all rejection discrepancies.

Semi-monthly Payroll Reconciliation

  • Reconcile Vendors Extract Summary Report and provide the information for Vendors payments to Finance Department timely.
  • Complete Payroll Balancing and submit the information for tax payments.
  • Assist in quarterly reconciling payroll and Form 941 to verify accuracy of information with payroll records.

Other

  • Manage unclaimed property reporting. Review bank statements for uncashed checks. Provide letters to employees with outstanding checks/ reissue if necessary. 
  • Assist with Finance report to send to Department of Revenue.
  • Perform other duties as assigned.
Minimum Qualifications  
  • Associate degree or equivalent education/experience.
  • Minimum three (3) years of fiscal or payroll experience or equivalent related combination of education/experience.
  • Minimum two (2) years of working experience in ctcLink or equivalent applications.
  • Ability to process high volumes of data quickly and accurately to meet strict deadlines.
  • Advanced skills in MS Office (Word, Excel, Outlook, etc.).
  • Customer Service experience and effective verbal and written communication skills
  • Experience working in a collaborative team environment with diverse employees and student/customer groups.
Preferred Qualifications  
  • Experience within the Washington State Community/Technical College system.
  • Experience working in Department of Retirement Systems (ERA (Employer Reporting Application) and A/R) system.
  • Completed Payroll related PeopleSoft training (HCM/PR100 Payroll; HCM/TL100 Time & Labor; HCM (Human Capital Management): ES100 Employee Self-Service).
