Position Overview  

Under the general supervision of the Payroll Controller, the Payroll and Benefits Coordinator is responsible for coordinating and overseeing the total benefit function as it relates to payroll processing alongside the Payroll Controller and in collaboration with the Human Resource team. This position is responsible for gathering, reviewing, analyzing, correcting, and ensuring the accuracy and completeness of benefits data and compliance with applicable rules, policies and procedures. The Payroll and Benefits Coordinator position will assist the Payroll team in contributing to further developing community, diversity, access, success, learning, innovation, and environmental stewardship with the day-to-day campus culture and practices.

As the Payroll and Benefits Coordinator, it is expected that the following qualities will be demonstrated daily: a high degree of understanding and empathy for all students, faculty, staff, and visitors, as well as the ability to encourage the inclusion of all voices in decision-making, promoting equity in all areas, and actively working against institutionalized norms of oppression against historically marginalized people.

Employee Type: Full Time Classified, Permanent

Initial Salary: $3,752.00 - $4,216.00 Monthly DOE + 5% King County Premium Pay (KCPP)

Supervising Position: Payroll Controller

Essential Duties  
  • Responsible for reviewing and processing benefit documents and deduction forms. Consults on payroll and benefits problems including changes and deductions; Reviews, analyzes, verifies, and corrects benefit data in CtcLink (PeopleSoft) as well as the Health Care Authority site (Benefits 24/7).
  • Interpret and administer rules and regulations for benefits and retirement eligibility for all eligible employee classes. Ensure compliance with all federal and state laws relating to benefits
  • Assist HR with benefits orientation; Provide employees with information regarding open enrollment, medical, dental, life, and long-term disability benefits, VEBA, Employee Assistance
  • Program, flexible spending accounts, supplemental retirement, deferred compensation, as well as explaining eligibility requirements to employees
  • Assist HR with annual Open Enrollment including consultation with employees, benefit change entry in Benefits 24/7, ctcLink, and coordination with payroll.
  • Track and monitor benefit eligibility for part-time employees. Determination of benefit eligibility for part-time faculty including monitoring and tracking teaching loads, and coordinate eligibility and billing with other colleges. Audit part time hourly reports to ensure compliance with benefit eligibility.
  • Reconcile insurance billing, retirement reports and other reports, including periodic reports, as required.
  • Respond to inquiries providing information about Benefit rules, policies, and regulations.
  • Assists the Payroll team with the timely processing of benefit information and payroll confirms.
  • Create, maintain and distribute instructions on payroll and benefit procedures to employees as well as providing training for employees.
  • Prepare and maintain individual employee benefit files.
  • Complete employers calculation of supplemental retirement benefits for applicable employees and coordinate with the State Board of Community and Technical Colleges for eligibility. 
  • Serve as backup for Payroll Coordinator and perform those duties as needed.

Performs other related duties of a similar nature or level as assigned.

 

Education and Experience

Minimum Qualifications:

  • High school diploma or equivalent.
  • (4) years of fiscal or payroll/benefits experience or equivalent combination of payroll/benefits experience and college-level courses.
  • Knowledge of payroll/benefit laws, rules and regulations.
  • Demonstrated commitment to and interest in diversity, equity and inclusion and the ability to support a multicultural workplace and educational environment.
  • Excellent verbal and written communication skills.

Preferred Qualifications:

  • Associate degree or higher level of education.
  • Demonstrated experience multi-tasking in a fast-paced environment.
  • Knowledge of PeopleSoft and/or ctcLink.
  • Proficiency in using Microsoft Excel for analysis.
  • Experience working in a higher education setting.

 

Terms of Employment

This is a full-time, twelve-month Classified position. This position works 40 hours per week, Monday through Friday; may include occasional evening responsibilities. The position is allocated to pay Range 40 under the Higher Education Salary Schedule. Initial base salary placement is $3,752.00 - $4,216.00 per month, with yearly step increases to the maximum salary of $5,011.00 (Step M) per month (not including the 5% King County Premium Pay). This is a represented position.

Cascadia College employees receive a 5% King County Premium Pay in addition to base salary for the 2025-2026 Fiscal Year.

This position has been designated as a bargaining unit position by the Washington Public Employees Association. Following a successful probationary/trial service period, employees attain permanent status.  

Cascadia College offers a comprehensive benefit package including tuition fee waiver. 

 

Physical Work Environment

Semi-Sedentary Work: Involves staying in a stationary position to a significant degree. Jobs are sedentary if moving is required only occasionally and all other sedentary criteria are met.

The College is currently in hybrid operations, with many assignments completed in an online environment during this time. Full-time employees are expected to be on-campus at least three (3) days per week with the option to work remotely for the remainder of their working days. This position will perform work in a standard office setting, use standard office equipment and physically attend meetings both on and off campus and requires the ability to communicate in person or through appropriate means.

Positions in this class typically require operating a computer, communicating, observing, and repetitive motions.

This position involves exerting between 10-30 pounds of force occasionally and/or a negligible amount of force frequently to transport, put, install, remove, or otherwise move objects, with or without reasonable accommodation.
