Position Summary  

The Program Specialist 3 for Selective and Baccalaureate Admissions independently manages specialized admissions processes for competitive-entry and bachelor-level programs while also supporting core Enrollment Services front-line operations. This position serves as a subject-matter expert in selective and baccalaureate admissions policy and application processing, and contributes to high-quality, student-centered service through in-person, phone, and ticket-based support.

The incumbent exercises independent judgment, applies complex admissions criteria, and collaborates closely with academic programs, while also sharing responsibility for maintaining consistent Enrollment Services coverage and service standards.

Pay, Benefits & Work Schedule  

Position Salary Range: $62,748.00/year - $84,516.00/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Individuals newly hired to Classified position are placed in a salary range based on the WPEA Collective Bargaining Agreement.

The employee is scheduled to work 40 hours per workweek. This is a Classified, overtime eligible position and represented by the Washington Public Employee Association of Higher Education (WPEA-HE).

About the Department  

The Enrollment Services Office is one of four departments that make up Student Central. Student Central is a single service area for departments identified as Enrollment Services, Evaluations and Graduation, Placement and Testing Services, and Financial Aid. The Enrollment Services Office houses the following programs, and has campus-wide responsibility related to these areas: Records and Grades, Washington State Residency, Admission to the College, and all Registration processes. These programs are distinct in areas related to Washington State law, regulations and reporting requirements.

Essential Functions  

Selective and Baccalaureate Admissions Processing

  • Independently process applications for selective admissions and baccalaureate programs from receipt through final admission decision.
  • Appropriately code accepted students in the student information system (ctcLink).
  • Evaluate complex academic records and transcripts for prerequisite completion, degree eligibility, and program readiness.
  • Apply program-specific admissions criteria, ranking methodologies, capacity limits, and deadlines with accuracy and consistency.
  • Identify, research, and resolve complex application issues requiring interpretation of policy and procedure.
  • Communicate admissions decisions and next steps to applicants in a clear and timely manner.

Program Coordination and Academic Liaison Support

  • Serve as admissions contact for assigned selective and baccalaureate programs.
  • Coordinate with faculty, program chairs, deans, and admissions committees to support applicant review and selection processes.
  • Prepare applicant files, reports, and data summaries for faculty review.
  • Support continuous improvement of selective admissions workflows and timelines.

Provide direct services and information and assistance to students and guests at Student Central

  • Create a welcoming environment for the diverse community that reflects Bellevue College while exhibiting a professional and personable demeanor.
  • Provide excellent direct service to students and other visitors at the front counter, on the phone, using email, and the online ticketing system (Target X).
  • Communicate rules and practices governing confidentiality laws such as FERPA.
  • Conduct unique Student Central business, which includes providing information about processes and requirements for all Student Central departments, updates, directions, and regulations.
  • Work to provide problem resolution for students experiencing difficulties and make appropriate referrals for students needing additional support from departments such as Academic Advising, Counseling, Disability Resource Center (DRC), Multicultural Services (MCS), TRIO, Veteran's Services and Workforce Education.
  • Direct students to take appropriate courses of action based on student specific situations.
  • Collaborate effectively with campus departments, staff, faculty, and administrators, and utilize forward-thinking methods, to address and resolve complex issues/concerns. Interpret and apply college, state, and federal policies and regulations.
  • Collaborate with Student Central Leadership (Dean, Directors and Associate Directors) to resolve complex situations that require exceptions to policies and procedures.
  • Assist Student Central Leadership in the development of processes and activities needed to effectively serve the students and other visitors accessing the unique programs and services offered by the Student Central departments.
  • Confer regularly with staff regarding the interpretation and implementation of program policies and participate in establishing Student Central standards and identify areas for development.
  • Perform other duties as assigned.

     
Minimum Qualifications  
  • Bachelor's Degree from an accredited institution. Relevant experience may be substituted for the education requirement on a year-for-year basis
  • One (1) year experience in admissions, enrollment services, student services, records, or a closely related higher education administrative field
  • Demonstrated experience processing or supporting complex admissions or academic records functions, such as transcript evaluation, program eligibility review, or application processing
  • Demonstrated experience interpreting and applying policies, procedures, and deadlines in a regulated environment
  • Experience working in a collaborative team environment with diverse employees and student/customer groups
  • Effective interpersonal skills in the areas of collaboration, team participation, customer service, creative problem-solving, conflict resolution
  • Effective communication skills including demonstrated ability to communicate effectively through spoken, written, and electronic processes, including with those for whom English is a second language
  • Demonstrated ability to use Microsoft 365 applications including but not limited to Word, Excel, and Outlook
  • Demonstrated commitment to continuous professional growth and skill development
