Join our team as an IT Applications Specialist II and become a key contributor to the City of Edmonton's emergency dispatch technology. This role focuses on the end-to-end delivery, design, and maintenance of mission-critical applications that operate 24/7. You'll use your deep technical expertise to solve complex problems across a diverse solution environment that combines a variety of specialized public safety systems and technologies. What will you do?
- Lead the technical solution design for key applications from concept through to delivery, which includes defining technical requirements, creating functional designs, and providing accurate work estimates to support overall project plans
- Act as a specialized resource with deep skills in the team's specific technologies; this work involves complex technology requirements which are generally not well-defined, require thorough analysis, ingenuity, and problem determination to develop and deliver current technological solutions
- Applies technical expertise to operational procedures. Manages infrastructure tools, contributes to maintenance plans, and identifies operational problems
- Monitor and respond to application or infrastructure-related issues that impact application performance; perform diagnostic and problem-solving activities to implement remedial procedures as required
- Creates and documents test cases, scripts, and regression packs. Interprets test results and maintains a defect register
- Maintains awareness of new technology. Researches and recommends new technologies, and designs and monitors automated processes
- Provides guidance on methods, tools, and standards. Reviews and improves their usage
- Tracks, logs, and corrects configuration information. Verifies changes and performs audits to ensure accuracy
- Performs other related duties as required
- Collaborate closely with the Team Lead by providing regular progress updates, escalating critical issues as required, and making recommendations for improvements to technology, standards, and team efficiency
- Degree in a Computer Science and 4 years relevant experience
- OR Post secondary diploma in Software Development related fields or a related discipline and 5 years relevant experience or
- OR 1 year related certificate and 7 years relevant experience
- Completion of the twelfth (12th) school grade or GED is a requirement
Asset:
- Microsoft Certified Solutions Developer Certifications such as App Builder
- Other technology specific certifications and diplomas
Skills required for success:
- Experience providing 24x7 on-call support to a mission-critical application or system progressively responsible experience in programming, systems analysis and design, designing and developing applications
- Technical experience in a computing environment similar to the City of Edmonton's including environments that have:
- Complex and highly diverse data, application and technology environments
- Hybrid environment of cloud and on-premise data, applications, and technologies
- Aqua, ProQA, Target 911/BeeOn, Octave (formerly Hexagon) OnCall Dispatch, i/CAD (Computer Aided Dispatch) and Mobile for Public Safety (MPS)
- Experience in the following: programming, systems analysis and design, process and data modelling, designing and developing applications, preferably using the Microsoft technology stack, including knowledge of adjoining technologies or applications
- Experience in the following would be considered an asset: C#, Javascript, VBScript; ASP.NET MVC, ASP.NET Web API, jQuery, Bootstrap, Dependency Injection, Unit Testing, Microsoft Windows Server, Web Services, Microservices, .NET Core, Active Directory, Microsoft SQL Server, SQL Server Reporting Services,
- Windows Forms, HTML5, CSS, and Azure DevOps / Team Foundation Server
- Application & System Management: Requires proficiency in application support, complex end-to-end system integration, and the delivery and maintenance of technical solutions
- Performance & Testing: Demands an understanding of performance monitoring tools and procedures alongside automated testing methodologies
- Security & Compliance: Focuses on "secure-by-design" methodologies, least privileged access concepts, and proactive security management within the organization
- Technical Standards: Utilizes knowledge of Microsoft technologies, development processes, and City of Edmonton IT architectural standards and procedures
- Strategic Innovation: Involves tracking emerging technologies to present research, recommendations, and proofs of concept to senior leadership
- Operational Execution: Requires the ability to analyze requirements to plan, execute, and evaluate work against specific time, cost, and quality targets
- Leadership & Mentoring: Involves providing guidance and direction to less experienced staff while actively coaching others to develop industry-wide knowledge
- Stakeholder Collaboration: Facilitates cooperation between diverse stakeholders and establishes strong working relationships to meet varied business objectives
- Communication & Service: Requires excellent interpersonal and verbal skills with a primary focus on customer service and effective formal/informal communication
