The City of Edmonton is seeking a dynamic and detail-oriented Cost Assessment Engineer to join our Urban Planning and Economy team. In this role, you will be instrumental in administering the Arterial Roadway Assessment, Boundary Assessment, and Off-Site Levy cost-sharing programs, ensuring the smooth development of our city's infrastructure. You will collaborate with various stakeholders, including developers, consultants, and internal City departments, to review designs, manage costs, and facilitate the financial aspects of municipal improvement projects. What will you do?:
- Work with external consulting engineers to design and develop alternative project-specific arterial cross sections and designs when required in cases where the currently accepted cross sections within the City of Edmonton Design and Construction
- Standards are not suitable due to physical, political, or safety constraints specific to a particular arterial roadway;
- Review project-specific arterial roadway and other municipal infrastructure designs to ensure that they comply with the Complete Streets Design and Construction Standards, other City of Edmonton Design and Construction Standards, City-approved
- Traffic Impact Assessments, and City-approved arterial concept and preliminary plans and engineering drawings;
- Review cost estimates and quantity schedules ensuring that quantities and unit rates are in line with what's normally required for a typical arterial cross-section or appropriate using best engineering judgement;
- Confirm that each component being claimed is eligible to be claimed under the ARA or Boundary Assessment program and confirm that there's no double claiming under the same program or a similar program;
- Work with the developer and engineering consultant members currently sitting on the Development Assessment Working Committee to design and develop new and updating existing typical arterial cross-section and component designs (ex. turning bays, pipeline crossings, bridge crossings, etc.) ;
- Understand and mitigate the risks of developing and approving Unit Rates that are too low and that do not line up with actual construction costs submitted over the course of recent years;
- Calculate and establish the interest rate to be used to properly escalate Arterial Roadway Assessment and Drainage Assessment over expenditures;
- Review subdivision and development permit conditions to determine what programs (Arterial Roadway Assessment, Boundary Assessment, and/or Offsite Levy) to collect assessments for.
- Confirm accessible areas using POSSE and other mapping software;
- Prepare Arterial Roadway Assessment, Boundary Assessment, and Offsite Levy memos using the appropriate assessable area;
- Review requests to include non-typical arterial construction into the ARA Bylaw and providing a verbal or e-mail recommendation to the Committee from a technical and practical perspective as to whether the request should be approved that is documented in the official meeting minutes;
- Review the viability of requests to remove, add, or swap construction obligations specified in the ARA Bylaw and providing a recommendation to the Committee; and
- Perform additional related duties as required
