Description
The Director is responsible for the leadership, management, administration and overall operations of the Human Resources Support, Labour Relations and Compensation Branch, within the Human Resources Division of the Edmonton Police Service.
Reporting to the Executive Director, Human Resources Division, the Director is responsible for the following:
- Identify and develop Branch goals, objectives and operating plans that are aligned with and support the objectives of HRD and the Corporate Services Bureau.
- Supervise, coach, develop and mentor the team including hire team members, establish work objectives, organize & assign work, monitor progress, assess performance, determine training needs, and take corrective action if required.
- Develop and manage the Branch's annual budget, submit monthly variance reports and determine budget allocations within EPS parameters.
- Lead the implementation of a full range of strategic and operational HR initiatives and projects.
- Partner with other areas of HRD to deliver value added strategic and operational services to all areas of the EPS.
- Lead the delivery of a broad range of human resources services to the EPS providing a single point of contact in the provision of day to day human resources support for sworn and civilian members of the EPS.
- Provide oversight and guidance to the Payroll and Benefits Manager as well as the Human Resources Information Management (HRIM) Manager.
- Develop supervisor/manager capability and capacity to effectively manage and address human resource issues and challenges in their areas.
- Lead and ensure the provision of accurate, consistent and professional interpretation, consultation and advice to employees and leaders on human resource policies across HR and payroll disciplines.
- Develop and manage the labour relations strategy, framework, policies and processes ensuring consistency in the interpretation and application of relevant legislation, collective agreements and policies and procedures.
- Lead and manage the dispute resolution process up to and including arbitration, as well as manage the EPS' position in other judicial and quasi-judicial proceedings including Alberta Human Rights, the Alberta Labour Relations Board and the Courts.
- Lead and manage the collective bargaining process for all EPS collective agreements, in partnership with the City of Edmonton Labour Relations Team.
- Build and develop intentional and effective working relationships with unions and associations.
- Develop and manage processes and procedures for conduct investigations, and the administration of appropriate employee discipline processes and actions.
- Develop and implement payroll and HRIM strategies aligned with organizational goals.
- Support system upgrades or transitions, such as integrating payroll platforms.
- Ensure compliance with federal laws, tax regulations, and reporting requirements.
- Other related duties as required.
