Description

The Disclosure Section of the Edmonton Police Service requires one (1) ML2 Manager who is a self-motivated collaborator and a people-focused consultant with an understanding of disclosure management best practices, a desire to grow and develop as an Organizational Disclosure Manager practitioner, and who has the ability to build credibility and trust with staff of all types across the organization. Reporting to the Inspector I/c of the Information Governance Branch, this role is part of the team that will interact frequently with the EPS's Leadership and external partnerships at various levels, including front line officers and other staff. 
Responsibilities will include:

  • Oversee Crown Disclosure operations within Investigative Management & Approval Centre Branch.
  • Oversee Charge report, Traffic, Digital Media, and 911 Audio disclosure processes.
  • Direct and manage all Disclosure processes, ensuring effectiveness and efficiency. 
  • Oversee compliance with investigative, court, and support requirements in the disclosure process, identifying gaps and risks.
  • Oversee the entirety of the disclosure process for investigative, court or support required purposes, including compliance and detection of misuse, identifying, and addressing gaps as required.
  • Proactively identify issues pertaining to Disclosure and develop solutions to limit organizational risks, ensuring that the reliability and investigative excellence of the EPS remains intact.
  • Review the need for changes in operational and/or administrative responsibilities and functions in relation to Disclosure processes, and draft Briefing Notes, Request for Decision, and Service Directives as required.
  • Generate reports for the Inspector i/c of IGB on the overall “health” of current Disclosure practices based on pre-determined measurable and quantifiable factors.
  • Implement and facilitate changes to the Section in response to evolving case law, technology, and organizational policy.
  • Identify and implement process improvements to enhance Section efficiency.
  • Liaise with business areas across the Bureau to address process concerns, ensuring any changes to the RMS are completed without impacting the integrity of the Disclosure process.
  • Direct new and review existing policy and procedures related to disclosure processes and procedures that are ever-changing and adapting to new organizational and Crown demands.  In addition, work with the other leaders in IGB to improve governance and processes regarding the management of all EPS disclosure.
  • Provide leadership and direction to the Section and be responsible for the Section's results.
  • Lead strategic planning and goal setting for the Disclosure Section.
  • Develop, implement, and review policy related to Court Disclosure, as demands and needs evolve.
  • Research and implement best practices ever-changing disclosure requirements.
  • Identify opportunities for continuous improvement in operations and governance.
  • A basic understanding of Digital Evidence Management Systems (DEMS) with the capacity to learn how to manage various components of the system, including data extraction and disclosure processes.
  • Act as a Subject Matter Expert for all Disclosure-related topics, providing assistance and direction across EPS, IT, and external agencies across Canada (Provincial and Federal Crown Offices)
