Description

Reporting to Finance Manager, Regulatory and Financial Strategies, the Senior Accountant position is responsible for delivering complex financial analytics and expert advice to support decision making for the client area's operating and capital. Other requirements will include review of utility rates, procedures and on-going operational reviews for municipal utilities.

Activities include: financial planning, forecasting, budget analysis, and variance reporting. This position will respond to ad hoc analysis requests, reporting requirements as well as support client area projects, corporate projects and department initiatives.

  • Provide financial support to the client area by interpreting accounting data and developing strategies for multi-year budget approvals
  • Conduct analysis of previous year's performance, review one-time items and recommend course of action, conduct future analysis and provide guidance as needed
  • Analyze cost drivers and provide recommendations for potential areas where financial issues may occur and need to be addressed
  • Determine requirements for budget adjustments such as funding sources, scope or timing and support the change process
  • Provide analysis of data to support budget adjustments ensuring rate or fee changes are considered through comparison, benchmarking, forecasting, projections, ratios and links to agreements
  • Recommend and interpret analysis for business case and committee or council reporting
  • Support business case development including generation of reports and analysis to support or refute options
  • Support lifecycle costing and analyze financial data pertaining to project operational costs, maintenance, life cycle costs in support of financial planning
  • Evaluate and analyze metrics to results for track performance against business strategy
  • Analyze, with the Finance Manager, municipal utility regulatory submissions through overall identification, validation and review including customer rates, terms and conditions of service, procedural review / compliance and regulatory applications
  • Evaluate regulatory applications ensuring completion of procedural steps for Utility Committee, Council, other internal stakeholders and external parties
  • Research, advise and recommend action for various regulatory matters for municipal utilities as well as other corporate initiatives including franchise fee revenue
  • Develop new corporate process / procedures as a result of system and organizational changes while championing business process change on behalf of the branch
