Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Responsibilities The incumbent will be responsible to the Associate Director for Nursing/Patient Care Services, Service Line Manager or Service Line Designee. Major Duties Observes and evaluates the quality of nursing care provided including interdisciplinary patient rounds, reviewing nursing documentation in clinical records, and collecting, reviewing, and analyzing data related to the delivery of patient care. Provides leadership in the application of the nursing process to patient care, organizational processes and systems, and Improves outcomes at the program or service level. Initiates an educational plan to meet changing program or service needs for self and staff. Contributes to the strategic planning process, day-to-day operations, Logistics, Management. Budget, Staffing, Human Resource actions, Hiring and attainment of goals of the organization. Provides direct patient care to an assigned group of patients as needed. Supervises, leads and coordinates the daily operations of assigned service/unit, to include nursing practice, case management/coordination, quality of care, performance improvement, patient-safety, efficiency of services, environment of care, education and professional development. Oversees inventory of equipment and the allocation of available resources. Evaluates performance, mentors' staff, and counsels staff who require improvement with performance or conduct. Participates in development of goals and strategic plans aimed at meeting patient care needs. Supervises and guides Registered Nurse, LPN and non-clinical staff. Designs, modifies, and implements systems to ensure the cost-effective use of resources. Educates colleagues and/or students and serves as a preceptor and/or mentor Initiates/participates in quality improvement activities that result in improved outcomes. In the absence of the Nurse Manager, handles administrative and clinical issues, such as staffing coverage, granting leave, and resident and/or staff Issues. Works in partnership with the union and adheres to EEO principles. Makes recommendations for appointments, advancements, or reassignments of subordinates. Mediates and resolves complaints of subordinates and referring more serious complaints not resolved to higher level supervisors. Leads and organizes delivery of care to assure continuity of care and peer accountability for practice, including access to care and discharge planning. Assigns work to subordinates (RNs, LPNs, NAs) based on priorities, selective consideration of difficulty and the requirements of the assignments, and the capabilities of subordinates. Qualifications Basic Requirements: English Language Proficiency. In accordance with 38 U. S. C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD).
