Salary Range: $65,000 - $70,984
Duties & Responsibilities
- The Compliance Specialist Manager is responsible for programmatic compliance of all workforce development services funded by the Philadelphia County Workforce Development Board (PhilaWorks) under the Federal Workforce Innovation and Opportunity Act (WIOA) and Temporary Assistance for Needy Families (TANF).
- Work with Philadelphia Works Program and Youth Committees to gather input from local leaders.
- Collaborate with CareerLink partners and program providers to identify and address service gaps.
- Address any inconsistencies between local program implementation and state or federal guidance.
- Participate in special projects as needed including regional grants and special state or Federal projects under WIOA, TANF, or other funding.
- Create policies, forms, and tools for the local implementation of state and federal program design related to programmatic guidance. Ensure PA CareerLink Philadelphia center complies with all state and Federal programmatic guidance.
- Maintain current knowledge of program guidelines as well as local programmatic policies and procedures. Act as the local expert on program implementation in all interactions with State and Federal funders.
- Ensure all LWDB-funded programs are implemented in strict fidelity to the approved scope of work that each contractor has agreed to provide. AIl programs outlined in contractors' scope of work must strictly adhere to federal, state, and local requirements. This will be accomplished through:
- Desk monitoring of programs through monthly reports. Prepare periodic written reports, both statistical and narrative. Monitor and report any issues with reports around data quality.
- Announced and unannounced site visits to contractors' programs at a frequency outlined in the DCWDB Monitoring Policy and Plan.
- Review and approve all program invoices before payment.
- When necessary, oversee corrective action when programs are not in compliance with the scope of work or local, state, or federal guidance.
- Conduct regular staff evaluations and submit monthly probationary reports for new employees for the first 30, 60, 90 days, and yearly reports for regular employees, and disciplinary recommendations as needed. Train staff on program requirements both in formal training sessions and individualized technical assistance.
- Ensure accuracy of external systems through monthly reconciliation process.
- Ensure all monitoring documents and data is accurate and completed within CWDS.
Qualifications
- Bachelor's Degree required, from an accredited college or university in Data Science, Computer Science, or related field.
- 5+ years of technical experience in a data-driven role and at least 2 years in a leadership capacity.
- A proven background of leadership experience ensuring all staff are accountable and provided the necessary tools for technical and developmental success. Ability to drive projects across teams, amidst competing priorities.
- Must be able to drive for business purposes and meet Eckerd's driving requirements, local regional travel is 10% to 20% of the job.
- Required to pass a drug screen in compliance with our Substance Abuse and Drug-Free Workplace policy.

Eckerd Connects provides Workforce Innovation and Opportunity Act (WIOA) services through contracts with the U.S. Department of Labor and local workforce boards, partnerships, and strategies to provide and create a career pathway for youth, adults, and dislocated workers. Training services include occupational skills training, customized training, on-the-job training, incumbent worker training, and transitional employment opportunities. We provide youth with development, academic instruction, career & technical education, and access to the 14 WIOA Youth Elements. We establish and develop relationships and networks with large and small employers and their intermediaries as well as develop, convene, or implement industry or sector partnerships.
