Duties & Responsibilities

  • The Support Services Finance & Administration Director is primarily responsible for corporate oversight of Job Corps Campus Property, Procurement, Center Finance, Food Service, Maintenance and IT processes and all other contract administration assigned.  
  • The Support Services Finance & Administration Director develops management tools and provides training to appropriate staff; conducts assessments; schedules and conducts monitoring visits; and approves center documents prior to submission to corporate and regional office. 
  • Take steps to ensure Finance and Administrations campus staff are using Microsoft Dynamics/Great Plains accounting software and SmartPO procurement software as designed. Provide technical training and technical assistance to center staff to optimize center staffs' performance in this area.
  • The Support Services Finance & Administration Director is the administrator of subcontracting plans.  Working with the Corporate Project Manager, F&A and Purchasing staff at the Center, review plan vs. actual results to ensure goals are met or exceeded for each program year.  Identify key vendors for each category, review the proper setup of each SDB classification within each vendor file for each center as well as promote SDB purchases. Where required in the contract terms, prepare and submit the semi-annual Individual Subcontracting Reports (ISRs) and compile the annual Summary Subcontract Report (SSR) due in April and October of each year in eSRS.
  • The Support Services Finance & Administration Director coordinates oversight to ensure Centers' F&A staff is complying with the Policy and Requirements Handbook, Department of Labor reporting directives, and company policies and meeting known timelines (e.g., Procurement policy, Quarterly Construction Rehabilitation (CRA) report, SPAMIS/Student Pay report, Excess Property report, Physical Inventory of non-expendable (GFE) property report, reconciliation and appropriate use of SGA funds, etc.)
  • Availability to travel to Job Corps centers for transitions, COCAs, or technical assistance via air and/or car. 

Qualifications

  • Bachelor's degree in accounting, business administration or an equivalent combination of experience and training.
  • Three or more years of accounting, business administration and related supervisory experience preferred. 
  • Familiarity with the Federal Acquisition Regulation Requirements (FAR) and all applicable procurement regulations
  • Technical knowledge of accounting concepts, practices, procedures, and financial reports. 
  • Understanding of relevant policies, requirements, regulations and filing requirements
  • Ability to identify and evaluate complex business process issues and develop solutions.
  • Ability to develop and implement continuous improvement processes.
  • Well-organized and attentive to detail.
  • Able to meet deadlines and manage projects.
  • Ability to prepare written materials in a clear, concise, and compelling manner.
  • Strong analytical and problem-solving skills.
  • Ability to generate innovative ideas and challenge status quo. 
  • Knowledge, familiarity, and ability to impart the mechanics of the Policy & Requirements Handbook (PRH), Program Assessment Guide (PAG), and corporate policies and procedures is preferred.
  • Ability to work with varied entities such as corporate, regional, and national offices, while responsible in disseminating appropriate information to appropriate center and corporate staff.
  • Proficient Computer skills including knowledge of Great Plains accounting system
  • Job Corps experience, a plus
  • Required to pass a drug screen in compliance with our Substance Abuse and Drug-Free Workplace policy.
  • Employment is contingent upon successful completion of a nationwide criminal background check.
