Description
The Payroll Compliance Specialist is responsible for payroll tax and compliance activities, including monitoring compliance with local, state, and federal regulations. The Payroll Compliance Specialist will correspond with employees, local/state/federal agencies, and UKG Tax Services on various payroll tax requests, such as Multiple Worksite Employment surveys, SSA, and IRS inquiries.
In addition, this role will research laws and regulations regarding payroll taxes and withholding procedures, analyze and verify discrepancies to assist the HR, Benefits and Finance departments. This role requires a strong understanding of multi-state tax laws, local regulations, and wage and hour laws and regulations. The Payroll Compliance Specialist is also responsible for prioritizing workload to daily workload and fiscal-year goal deadlines.
Assist with daily payroll activities relating to the payroll process, which include but are not limited to processing of high-volume payroll adjustments and auditing manual checks, voids, new hire tax verification and termination checks.
Duties and Responsibilities
- Responsible for keeping abreast of existing and upcoming regulations in all areas of payroll tax compliance
- Provide advice to the company on payroll tax matters
- Ensure payroll tax/wage and hour compliance with local, state and federal regulations
- Coordinate and maintain local and state tax codes with UKG
- Audit and identify incorrect work/remote locations
- Collaborate on the payroll escheatment process, including reimbursement of stale-dated checks
- Assist on various annual audits such as Worker's comp and UKG
- Provide payroll information to state and local agencies
- Complete/Audit multiple worksite report for all states
- Responsible for all monthly, quarterly and annual payroll tax reporting
- Responsible for completing and reporting Labor and Employment statistics surveys
- Maintain SUI Rates and monitor voluntary unemployment contributions
- Research and resolve payroll tax variances on a pay period basis
- Ensure that tax profiles for new hires and transfers are setup in UKG, according to their states and local jurisdictions
- Review payroll documents for compliance with policies and procedures
- Perform payroll duties requiring knowledge of standard practices used in the preparation, distribution, and maintenance of payroll and payroll records
- Process off-cycle check payments according to company policy and federal and state regulations
- Research and effectively communicate, both verbally and in writing, with employees and other departments with questions, concerns or requests regarding payroll
- Responsible for reviewing and resolving tax notices
- Assist with auditing stop payments, voided checks, direct deposit reversals and overpayment collection in accordance with company, federal and state regulations
- Assist with special projects when requested
- Additional duties as assigned by manager
- Responsible for researching, correcting, and distributing W-2Cs
- Assist with the Quarterly reconciliation of W-2 files
- Assist/Process biweekly payroll for one or more pay groups
- Regular attendance is a required essential function of the position

Education and Experience
Education Requirements
- CPP preferred
- Associates or Bachelor's Degree preferred
Years of Experience
- Minimum of 3 years payroll experience in a multi-state (40+) payroll processing environment
Skills
- Experience processing a multi-state payroll for over 15,000 employees
- Preferred - Working knowledge of UKG Pro Payroll, Kronos WFC, and Legion Timekeeping
- Skills (Required) - Detailed knowledge Federal and State tax compliance and garnishments
- Excellent customer service with both internal and external customers
- Excellent oral and written communication skills
