Title and Summary
Lead Technical Program Manager / Scrum Master OverviewWe are seeking an experienced Technical Program Manager / Scrum Master to support Mastercard's API Consultancy & Standards (C&S) capability within the Developer Experience team. This role is responsible for driving effective delivery across API governance, standards, and tooling initiatives, ensuring work progresses smoothly from planning through execution and release.
The role combines hands on agile facilitation with strong delivery and coordination ownership, acting as a central point of accountability for planning, execution, dependencies, and delivery visibility across teams.
Role
• Own end to end planning, execution, and delivery of API C&S initiatives, from inception through completion.
• Serve as Scrum Master for one or more teams, facilitating sprint planning, daily stand ups, reviews, and retrospectives.
• Act as a Technical Program Manager, coordinating work across product, engineering, QA, UX, and platform teams.
• Own and optimise Jira workflows, ensuring backlogs, boards, issue types, and dependencies accurately reflect delivery flow.
• Develop and maintain delivery plans, milestones, and forecasts, ensuring alignment with agreed priorities.
• Proactively identify, manage, and communicate risks, dependencies, and blockers, driving them to resolution.
• Operate between teams and systems, identifying gaps in process, ownership, or tooling that impact delivery.
• Serve as the authoritative source of truth for delivery status, providing clear, accurate updates to stakeholders at the right level of detail.
• Promote continuous improvement using data informed insights (e.g. cycle time, throughput, predictability).
• Support API lifecycle governance activities (design reviews, onboarding, release readiness, decommissioning) by ensuring processes are visible, lightweight, and effective.
• Coach teams and stakeholders on pragmatic agile practices, focusing on outcomes and customer value over rigid process adherence.
• Help teams adopt tooling, automation, and AI assisted workflows that improve delivery efficiency and developer experience.
• Ensure work aligns with Mastercard's API Gold Standards and developer first principles.
All About You
• Bachelor's degree in Computer Science, Engineering, Business, or a related field.
• Proven experience in a Technical Program Manager, Scrum Master, or similar role.
• Strong hands on experience with Jira, including:
• Backlog and board management
• Scrum and Kanban workflows
• Dependency tracking
• Dashboards and reporting
• Strong understanding of software delivery processes and agile delivery models (Scrum, Kanban, hybrid).
• Demonstrated ability to break down complex problems, organise work, and drive delivery across teams.
• Experience managing technical risks, dependencies, and delivery trade offs.
• Comfortable working with engineers and engaging on APIs, platform, and developer tooling concepts.
• Strong communication skills, with the ability to provide clear, concise status and direction.
• Agile or PMP style certifications are beneficial but not required.
