Overview
Mastercard's focused approach to engaging with public sector/government agencies aims at building durable partnerships while developing new revenue opportunities, making Mastercard a strategic partner to Governments.
The role will focus on developing the Public Sector and Government segment within Sri Lanka and the Maldives, positioning Mastercard's capabilities and solutions to address the unique priorities of these markets. Key customers will include central and provincial government bodies, ministries—such as those overseeing digital transformation, tourism, and economic development—as well as their affiliated agencies, and state-owned enterprises.
The incumbent will be responsible for crafting and executing a targeted engagement strategy to establish Mastercard as a thought leader and trusted partner in Sri Lanka and the Maldives. This involves generating new business opportunities, expanding card-based payment flows, maximizing the value of each government relationship, and driving adoption of Mastercard's platform solutions and services that are aligned with national priorities such as financial inclusion, digital modernization, and tourism growth.
• Establish Mastercard's relevance with public sector entities in Sri Lanka and the Maldives by positioning the brand as a thought leader and trusted partner attuned to the region's unique priorities.
• Leverage a strong understanding of local government agendas—such as digital transformation, tourism growth, financial inclusion, and public sector modernization—to craft and deliver tailored Mastercard solutions and services that address these strategic objectives.
• Take a leading role in securing major Mastercard partnership bids and promoting value-added offerings—including Cyber Security, Transit, Economic Insights, Data & Analytics, and advisory services—aligned with the evolving needs of government agencies in both countries.
• Develop and manage a robust business pipeline, converting opportunities into long-term, strategic engagements that support national and regional development goals.
• Cultivate senior-level relationships within ministries, government authorities, and state-owned enterprises across both Sri Lanka and the Maldives, establishing Mastercard as a trusted advisor and innovative collaborator.
• Collaborate closely with Mastercard's cross-functional teams to align with and execute on market-specific priorities, supporting ongoing digital and economic advancement in Sri Lanka and the Maldives.

You can quickly generate a deep understanding of the Government and Public Sector needs. You learn fast the suite of Mastercard capabilities and value propositions for Government and Public Sector. You use a thoughtful approach to building and executing appropriate go to market strategies and sales successes. In addition, your profile includes:
• Proven experience and results in Business development in the Government sector. You should have generated sales and revenue of meaningful scale from government entities.
• Have a strong network within the Government and the State Sector in Sri Lanka and Maldives.
• Superior understanding of protocols, procurement procedures and business processes involved in sales/negotiations with government entities.
• Strong commercial drive with ability to build and monetize senior client relationships based on empathy, thought leadership and subject matter expertise.
• Strong business development and sales background with focus on driving long-term client relationships within the government sector, preferably consulting background with public sector engagements.
• Strong communication and interpersonal skills.
• Fluent in English and National language skills.
