Within Mastercard, the mandate of the Public Sector team is to build durable, trusted relationships with key government agencies to accelerate their transition to a cashless ecosystem through digitalization, while increasing revenues and seeding new markets for Mastercard.

ROLE
The Public Finance Management (PFM) Lead – Europe is a key expert role responsible for driving Mastercard's Public Finance strategy across the region. The focus of this role is to scale solutions and partnerships in government disbursements, tax and fee collection, and public procurement.

The PFM Lead will act as a regional subject matter expert, working across government engagement teams, product owners, solution architects, and delivery teams to shape Mastercard's approach and impact in this critical domain. This role is central to building scalable solutions, crafting narratives, influencing stakeholders, and codifying what works across markets.

KEY RESPONSIBILITIES INCLUDE:
• Lead Mastercard's positioning in Public Finance Management (PFM) across the European region, with a focus on disbursements, revenue mobilization (tax/fees), and government procurement.
• Serve as the solution architect supporting in-market teams to shape, customize, and deliver impactful proposals in collaboration with product, sales, and delivery teams.
• Develop and maintain a set of regional narratives, solution playbooks, and use case repositories that align with public sector priorities and Mastercard's capabilities.
• Partner with Product, Marketing, and Communications to drive thought leadership and elevate Mastercard's reputation in public finance reform and modernization.
• Define, Track, measure, and report on key performance indicators (KPIs) across public finance engagements to inform investment decisions and share learnings.
• Foster a community of practice across markets by codifying internal best practices and facilitating cross-country collaboration.
• Engage with key regional and national government stakeholders, think tanks, and partners to represent Mastercard in relevant forums and working groups.
• Support regional account planning and opportunity qualification, particularly in larger, strategic government engagements.
• Engage on key client opportunities across the European markets, in pre-sales activities, assisting local public sector sales resources pitching to Government and public entities stakeholders
• Engage alongside Financial Institutions account managers to promote and jointly develop the public sector segment with strategic issuer and acquirers across the region
• Contribute to the European institutions public tenders and grant applications related to PFM with solutions narrative
• Identify trends, risks, and opportunities across public finance reforms in Europe and advise internal stakeholders accordingly.

ALL ABOUT YOU
• Deep understanding of the public finance ecosystem, including experience with digital government disbursements, tax/fee collection systems, or procurement modernization.
• Demonstrated experience working with or within government institutions, multilaterals, or consultancies focused on public sector reform and financial systems.
• Proven ability to bridge business and technical perspectives – strong solution architecture or pre-sales background preferred.
• Strong communication and storytelling skills, with experience crafting narratives, use cases, or external publications.
• Adept at driving cross-functional collaboration, working across product, business development, government engagement, and implementation teams.
• Self-starter with strong analytical, organizational, and leadership skills; able to prioritize and drive work independently.
• Familiarity with European Union institutions, funding mechanisms, and regional public finance reforms is a strong plus.
• Fluency in English required; additional European language(s) preferred.
• Master's degree in public policy, economics, business, or a related field preferred.
• Previous consulting or advisory background advantageous.
