General Summary of Position
Serves as the Administrative Manager with responsibility and accountability for the administrative activities for the Perioperative Services Department and supports the AVP and Business Manager in financial planning and monitoring. In addition this position provides direct supervision of the Perioperative Administrative Staff. These functions are performed in accordance with all applicable laws and regulations and Georgetown University Hospital's philosophy, policies, procedures and standards.


Primary Duties and Responsibilities

  • Manages administrative operations for Perioperative Services staff, physicians, patients and families in order to provide superior patient care and services. Serves as liaison to other areas of the Hospital, and MedStar Corporate. Ensures that problems are addressed promptly and efficiently.
  • Directs and authorizes the payroll process within Perioperative Services including management of weekly payroll, automated process improvement, traveler invoice recording and reconciliation, time and attendance records, call hours tracking, and pay rules compliance. Functions as resource for staff and managers on payroll issues and resolves discrepancies.
  • Directs and authorizes personnel processing and functions according to GUH and Human Resources policies and procedures and department guidelines, including oversight of: overtime usage, leave matters (including FMLA), agency/traveler/temporary hours, employee requests, staffing budgets and patterns, and MedStar productivity reporting. Creates and maintains position control, updates vacancy lists. Functions as resource for staff and managers on HR related issues and questions.
  • Directs administrative details related to the responsibilities of the perioperative management team which include: planning, preparing, and compiling necessary information and materials for routine activities, participating in special projects and GUH and MedStar Corporate reporting as requested. Provides consistent administrative coverage in the absence of perioperative management team members.
  • Assumes responsibility for personnel management of OR and Pre/Post-Operative Administrative Office staff and volunteers to include, but not limited to: interviewing, hiring, orienting, training, scheduling, coaching, counseling, evaluating, promoting, and terminating employees.
  • In conjunction with the Perioperative Business Manager & AVP, Perioperative Services prepares and manages capital budget processing for the various Perioperative departments. Participates in preparing financial budget materials in conformance with Hospital policies and procedures. Participates in monitoring and reviewing departmental operational expenses to ensure compliance with departmental financial goals. Assists with follow-up of discrepancies.
  • Directs delivery of a wide range of services including: recommending equipment, coordinating purchase of office supplies, maintaining confidential personnel records and confidential payroll records, and other documents appropriate to the office according to GUH and MedStar Document Retention Policy Guidelines.
  • Participates in contract and bonus development. Manages sign-on, retention, referral, unit-based, agency and evening shift departmental contracts. Ensures eligibility, compliance and timely payments. Participates and develops office equipment contracts and preventative maintenance agreements.
  • Participates in department wide operational and strategic planning. Participates in activities to maintain compliance with regulatory bodies including: The Joint Commission, DCRA, OSHA and the Office of Environmental Health and Safety.
  • Coordinates the developing, reviewing, and revising of operational policies and procedures in conjunction with the perioperative management team.
  • Exemplifies Patient Experience service standards and Spirit values, and actively participates in Patient Safety standards.

    Minimum Qualifications
    Education

    • Bachelor's degree required and
    • Master's degree preferred

    Experience

    • 5-7 years Progressively responsible administrative experience required and
    • 1-2 years at least two years of experience in a large complex work environment. required and
    • 1-2 years Supervisory experience preferred

    Knowledge, Skills, and Abilities

    • Demonstrated excellence in interpersonal, verbal and written communication skills, as well as, excellent editing skills.
    • Sound judgment and ability to think, act, and make decisions independently.
    • Strong public relations, finance, operational, and organizational skills necessary.
    • Excellent knowledge of Microsoft Office software, computer graphics, and spreadsheet development.
    • Knowledge of health care administration, fiscal management systems and techniques, human resource management practices, information technology necessary.


    This position has a hiring range of $70,428 - $131,310
