General Summary of Position
The Assistant Vice President of Government Affairs for the District of Columbia assists with the development and implementation of public policy that contributes to the achievement of MedStar Health's mission. This position requires close coordination with the Vice President of Government Affairs and MedStar management in the execution of its strategy and advocacy before District of Columbia government officials and communities invested in health care policy. The Assistant Vice President for the District of Columbia will bring a keen understanding of federal government operations and the impacts to operations of the District of Columbia.


Primary Duties and Responsibilities

  • Participate with other members of MedStar's management team in the development of MedStar's public policy strategy.
  • Monitor and analyze emerging issues, regulatory trends, and proposed laws, rules, and regulations to determine their potential impact on MedStar in the District of Columbia.
  • Develop and deliver messaging to inform and support MedStar's management, maximizing the effectiveness of its community involvement.
  • Guide MedStar team members on District of Columbia initiatives, events, projects, and tasks that have external impact.
  • Manage District of Columbia and federal legislative priorities and the relationships necessary to accomplish MedStar goals.
  • Assist with managing the process to create and execute MedStar legislative priorities in collaboration with the MedStar Leadership Team.
  • Create, in collaboration with MedStar leadership, the District of Columbia legislative and regulatory positions and manage the process with key stakeholders in District of Columbia.
  • Confer with the Executive Vice President, Chief Administrative Officer, and General Counsel, and Vice President of Government Affairs to formulate various submissions to government officials and legislative and regulatory bodies.
  • Develop, in conjunction with health care organizations and community groups, a visible consensus behind public policy congruent with MedStar's public policy strategy.
  • Represent MedStar before community organizations, government officials, and regulatory and legislative bodies.
  • Create a strong District of Columbia team, well respected internally and externally, that is knowledgeable about District of Columbia health care and business policies and skilled at building and maintaining professional relationships.
  • Possess a strong understanding of the District of Columbia and federal legislative landscape and possess strong relationships to influence policy at the local and federal levels.

    Minimum Qualifications
    Education

    • Bachelor's degree In Public Relations, Communications, Political Science, Business, or a related field. required
    • Master's degree In Public Relations or health-related field preferred

    Experience

    • 5-7 years Experience working with legislative or regulatory bodies at the state and local levels with preference for some experience to be in health care industry. required
    • Demonstrated work experience with state and local elected officials, political parties, companies, consultancies, governmental agencies, or equivalent organizations. required
    • Previous experience with a councilmanic body strongly. preferred
    • Previous experience with District of Columbia healthcare and business policy matters. preferred

    Knowledge, Skills, and Abilities

    • Embraces and has a reputation for the highest standards of integrity.
    • Is experienced in and knowledgeable of policy trends in the District of Columba and Congress.
    • Knowledgeable on local legislative processes.
    • Excellent relationship-building skills and experience in external oral and written communications.
    • Outstanding oral and written presentation skills, including the ability to write technical responses to government testimony, support letters, etc.
    • Ability to travel and work occasional nights and weekends to support advocacy needs, events, committee meetings, etc.
    • Demonstrates strong leadership and collaborative skills.
    • Has a successful educational record in fields relevant to legislative policy, communications, and the political process.


    This position has a hiring range of $195100 - $263900
