(Employees will receive 5% below the negotiated pay rate during their probationary status)

POSITION SUMMARY
Accomplish the Family Services Department objectives by supporting Kinship Care for Oneida children including determining eligibility, processing applications, completing home visits, submitting background checks and completing annual application renewals according to state statutes. Provide services and support to relative caregivers. Collaborate with internal/external departments with shared efforts, Continuation of this position is contingent upon funding allocations.

DUTIES AND RESPONSIBILITIES:
1. Practice excellent customer services skills at all times to include, but not limited to, addressing customer and case needs courteously and promptly (Customer service provided shall be in line with the organizations “Good Mind” core values).
2. Develop positive working relationships with county, state and tribal agencies.
3. Participate in all pertinent case staffing and meetings with Indian Child Welfare, county agencies and other related programs.
4. Process Kinship Care applications and annual renewals; voluntary, court-ordered and long-term.
     a. Provide needs assessments for families to address safety concerns to best maintain placement.
     b. Interview kinship care applicants and providers, perform required background checks.
5. Provide case management and support to relative caregivers receiving Kinship Care benefits.
     a. Identify needs and refer to supportive services.
     b. Conduct home visits and other forms of contact with families.
     c. Process required financial documentation for both re-occurring and special requests.
6. Collaborate on foster care recruitment.
     a. Provide outreach and education to the community.
7. Provide assistance for permanency and family preservation efforts.
8. Coordinate and collaborate on internal/external community events.
9. Provide education and resources to kinship homes regarding trauma, roles and responsibilities, and common family dynamics.
10. Administrative functions will include, but is not limited to the following:
     a. Perform data entry and maintain case files, ensuring accuracy of data, and ensuring pertinent, accurate, and current information regarding the children and caregivers.
     b. Assure security, confidentiality, and quality services, and professional standards at all times.
     c. Meet with the state administrator to ensure compliance of program and funding are being met. 
     d. Prepare and submit correspondences, narrative, statistical and other required reporting.
11. Maintain professional and practice-based knowledge by attending grant/program meetings, educational workshops, trainings and conference; reviewing professional publications; establishing networks; participating in professional multidisciplinary work groups; conferring with representatives of contracting agencies and related organizations.
12. Adhere to all Tribal Personnel Policies and Procedures, Tribal Standard Operating Procedures, and Area and Program Strategic Plans and Policies.
13. Maintain strict department security, confidentiality, and quality to meet professional standards of the department.
14. The above duties and responsibilities are not an all-inclusive list but rather a general representation of the duties and responsibilities associated with this position. PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:
1. Frequently walk and sit; reach with hands and arms.
2. Occasionally stand and stoop, kneel, crouch, or crawl; lift and/or move up to twenty-five (25) pounds.
3. Work is generally performed in an office setting with a moderate noise level.
4. A Tuberculosis (TB) Screening and/or a 2 step TB Skin Test is required within thirty (30) days of employment.

STANDARD QUALIFICATIONS:
1. Knowledge of applicable federal, state, county and local laws, regulations, and requirements.
2. Knowledge of department organization, functions, objectives, policies, and procedures.
3. Knowledge of tribal, state, and federal economic support programs.
4. Knowledge of social work theories and principals; counseling practice and theory; child and adolescent growth and development; individual and family dynamics; systematic relations; human behavior; and current social and economic conditions and the effects of these conditions on families, individuals, and the community.
5. Knowledge and value of the Oneida community, history, and culture.
6. Knowledge of the best practice standards, trauma informed care, historical trauma and strength-based approaches.
7. Skill in operating various word-processing, spreadsheets, and database software programs in a Windows environment.
8. Skill in organizational management. This requires the incumbent to plan, organize and schedule priorities efficiently and effectively, meet strict deadlines and successfully cope with challenging situations and conditions.
9. Ability to interpret applicable federal, state, county and local laws, regulations, and requirements.
10. Ability to work as a team member and foster a positive working environment.
11. Ability to inform and communicate verbally and in writing in diverse and challenging situations with the ability to process information effectively, identify and define problems and make objective decisions.
12. Ability to establish and maintain good working relationships with the individuals of varying social and cultural backgrounds.
13. Oneida Certification on Reporting Child Abuse and Neglect training within ninety (90) days of employment.
14. Maintain strict departmental security, confidentiality, and quality to meet professional standards of the department.
15. Must be willing and able to obtain additional education and training.
16. Must pass a pre-employment drug screening. Must adhere to the Nation's Drug and Alcohol-Free Workplace Policy during the course of employment.
17. Must pass a background security check with the Oneida Nation in order to meet the Employment Eligibility Requirements, Tribal/State Compact and/or Oneida Nation Gaming Ordinance as they pertain to the position. A temporary license or Gaming License issued by the Oneida Gaming Commission is required as a condition of employment and continuing employment within the Oneida Nation's Gaming Division.
18. A valid driver's license or occupational driver's license, reliable transportation, and insurance is required. Must obtain a Wisconsin driver's license or occupational driver's license within thirty (30) days of employment if applicant has an out-of-state driver's license. Must be authorized as eligible to operate a Personal and Tribal vehicle under the Oneida Nation's Vehicle Driver Certification and Fleet Management Law prior to actual start date. Must maintain driver's eligibility as a condition of employment. This position follows the stricter Bureau of Indian Affairs Motor Vehicle Policy in order to be in compliance with the Nation's current Department of Interior funding agreement.

PREFERRED QUALIFICATIONS:
1. Licensed Social Worker.
2. Knowledge and experience in Trauma Informed Care practices.
3. Two (2) or more years of professional experience working with children and families.
4. One (1) or more years' experience working with Kinship or Foster families.

MINIMUM QUALIFICATIONS:

2. One (1) year of recent (within 5 years) direct practice experience working with children and families.
