SALARY: $57,242/Annually
(NEGOTIABLE DEPENDING ON EDUCATION & EXPERIENCE)
(Employees will receive 5% below the negotiated pay rate during their probationary status.)

  POSITION SUMMARY
This position is responsible for administering post-secondary educational funding for the Oneida Nation following applicable Tribal regulations and standards. Administer programmatic aspects for the Oneida Higher Education Program, including quality assurance, planning, budgeting, staffing, and daily operations. Primary responsibilities include oversight of scholarship applications and reports, processing weekly scholarship check batches, managing student database, and compiling reports. Responsible for the initiation, development, and implementation of programmatic guidelines and procedures that are aligned with the post-secondary student funding needs of the Oneida Community. Maintain confidentiality of all privileged information. Continuation of this position is contingent upon funding allocations.

DUTIES AND RESPONSIBILITIES:
1. Oversee the management of scholarship eligibility, processing awards, and providing written and verbal communication to Oneida Higher Education Scholarship/grant applicants and students.
2. Provides visionary leadership to create a culture of innovation, collaboration, and inclusion.
3. Promotes, ensures, and models high quality interactions with students, staff, and co-workers.
4. Ability to thrive in a fast-paced, consistently changing environment with tight deadlines and multiple priorities.
5. Perform annual needs assessments using surveys and other data gathering methods to ensure the program is delivering services that meet and align with the needs of the Oneida Higher Education students and the Oneida community.
6. Develops and implements strategies, policies, and procedures to maintain and improve student opportunities in the program.
7. Trains and educates higher education staff, ensuring staff are equipped to counsel students on available financial aid options and opportunities.
8. Removes barriers and addresses challenges that affect higher education program's productivity and success.
9. Oversees the development of instructive materials to educate students, parents, and community on Oneida's post-secondary grants and scholarships.
10. Ensure there are regularly scheduled financial aid workshops in the community.
11. Presents information clearly, concisely, and logically.
12. Prepare and submit reports in a timely manner.
13. Track and report fund disbursements reports on a regular basis.
14. Conducts periodic audits and reviews of recordkeeping processes to ensure accurate and complete files are maintained.
15. Monitors scholarship/grant practices to ensure compliance with applicable Tribal laws and regulations and departmental standards. Works to safeguard fiscal resources and adheres to all internal control procedures designed to prevent and detect misuse of funds. Seeks ways to improve internal controls.
16. Maintains knowledge of applicable laws, regulations and best practices related to post-secondary financial aid and scholarship practices.
17. Oversee and work to resolve student complaints about the program, seeking input from students, staff, and applicable educational institutions as needed.
18. Supervise Higher Education staff effectiveness by coaching, training, and recommending corrective action for employees to improve performance.
19. Facilitate regular staff meetings to ensure communication between personnel and consistently provide updates to staff on program-related activities. Prepare for meetings by identifying key issues and clarify the agenda and meeting objectives.
20. Create a positive and effective work environment where all staff are motivated to do their best.
21. Provide information for the both the short- and long-range planning needs of the area that is aligned with the Oneida community's post-secondary needs.
22. Oversee the financial aid and career advising of current and prospective clients.
23. Ensure the Higher Education program provides and promotes excellent customer services regularly monitoring through use of continuous improvement procedures.
24. Attend area and related meetings as requested.
25. Contribute to a team effort and accomplish related results as required.
26. Adhere to all Tribal Personnel Policies and Procedures, Tribal Standard Operating Procedures, and Area and Program Strategic Plans and Policies.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:
1. Frequently sit, stand and walk; use hands to finger, handle, or feel; reach with hands and arms.
2. Occasionally bend/stoop, reach above shoulder level, crouch, carry and lift up to twenty-five (25) pounds.
3. Work is generally performed in an office setting with a moderate noise level.
4. A Tuberculosis (TB) Screening and/or TB Skin Test is required within thirty (30) days of employment.

STANDARD QUALIFICATIONS:
1. Knowledge and experience in applying accounting principles as it pertains to managing program budgets.
2. Skill in interpersonal relations, customer relations, managing conflict, and customer service.
3. Knowledge of the Oneida community, history, and culture, with sensitivity to community issues and concerns and/or have experience in working with Native American families.
4. Ability to work with a diverse student population.
5. Skilled in problem solving, human relations, and time management.
6. Experience and ability to effectively manage a post-secondary scholarship program.
7. Ability to exercise initiative and independent judgment.
8. Ability to read, understand, and take appropriate action based on financial statements.
9. Must be willing to complete training on the Tribal Accounting process, financial, human resource, and time keeping systems.
10. Ability to inform and communicate verbally and in writing in diverse and challenging situations with the ability to process information effectively. Identify and define problems and make objective decisions is required.
11. Ability to operate standard office equipment such as calculator, personal computer, phone system, copy and fax machine is required. Must be able to use a customized database. Knowledge of AS400 and Microsoft Word is preferred.
12. Ability to learn and adapt to new software systems.
13. Ability to plan, organize and schedule priorities efficiently and effectively, meet strict deadlines and successfully cope with challenging situations and conditions.
14. Ability to be tactful and mature with the ability to work with a wide variety of personalities demonstrating objectivity, respect, courtesy, maturity, and patience.
15. Ability and willingness to obtain additional education and training.
16. Must adhere to strict confidentiality in all matters.
17. Must be willing and able to obtain additional education and training.
18. Must pass a pre-employment drug screening. Must adhere to the Nation's Drug and Alcohol Free Workplace Policy during the course of employment.
19. Must pass a background security check with the Oneida Nation in order to meet the Employment Eligibility Requirements, Tribal/State Compact and/or Oneida Nation Gaming Ordinance as they pertain to the position. A temporary license or Gaming License issued by the Oneida Gaming Commission is required as a condition of employment and continuing employment within the Oneida Nation's Gaming Division.
20. A valid, non-probationary driver's license or occupational driver's license, reliable transportation, and insurance are required. Must obtain a Wisconsin non-probationary driver's license or occupational driver's license within thirty (30) days of employment if applicant has an out-of-state driver's license. Must be authorized as eligible to operate a personal and Tribal vehicle under the Oneida Nation's Vehicle Driver Certification and Fleet Management Policy prior to actual start date. Must maintain driver's eligibility as a condition of employment.

PREFERRED QUALIFICATIONS:

1. Three (3) years of previous successful experience in Post-Secondary Financial Aid or scholarship administration.
2. Master's degree in education administration, education leadership, business management, finance or closely related field.

MINIMUM QUALIFICATIONS:

2. Two years (2) previous experience in supervision/management.
3. Two years (2) experience in post-secondary financial aid or scholarship administration.
