Summary:

Provides oversight, direction, and technical services in the daily operation of the laboratory. Maintain confidentiality of all privileged information.


Responsibilities:


DUTIES AND RESPONSIBILITIES:

1. Plan, organize, manage and direct the Laboratory Department operations. This will include the following:

Supervision of Staff

a. Oversee the supervision of personnel, which includes hiring, training, mentoring/coaching, work allocation/schedules, and problem resolution; evaluate performance and make recommendations for personnel actions; motivates employees to achieve peak productivity and performance.

b. Ensure the competency of laboratory staff through appropriate credentialing, orientation, staff development and performance appraisal.

c. Contribute to a team effort and accomplish related results as required.

Managing the Laboratory

d. Assist with development of managerial, budgetary, financial and programmatic aspects for laboratory services. Complete statistical reports as requested.

e. Develop and implement standard operating procedures related to laboratory practices insuring quality assurance and quality control integrity. Maintain the department's continuous quality improvement, safety, environment, infection control and compliance issues with state, federal, regulations and licensing agencies such as JCAHO, CAP, COLA.

f. Ensure that proficiency testing samples are ordered, received, tested and reported as required and the test results are returned within specific time limits that the proficiency testing program dictates. Monitor and strengthen an implementation plan for approved corrective action when any proficiency testing result is found to be unacceptable.

g. Practice safety, environmental, and/or infection control methods.

h. Establish and monitor criteria for the immediate notification of the physicians responsible for a patient, when critical/panic limits of specified test results are exceeded; implement corrective actions as required.

i. Oversee cost control measures in the utilization of department supplies, materials, equipment and personnel. This will include the determination of annual fees for lab tests and review of the monthly billing contract with reference lab; coordinate and resolve billing issues.

j. Address complaints regarding clinical laboratory functions. Work with supervisors and staff to resolve the complaints.

k. Perform all essential duties of a Medical Technologist. Provide supervision of high complexity tests in accordance with applicable regulations.

* Ensure strict confidentiality of all HIPAA protected information
* Adhere to all Tribal Personnel Policies and Procedures, Tribal Standard Operating Procedures, and Judiciary Policies and Procedures

* Ability to perform a range of clinical laboratory tests and chemical analyses on biological samples

* Ability to prepare and process laboratory samples using established protocols
* Knowledge of laboratory protocols and procedures
* Knowledge of office practices, procedures, and equipment
* Examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures
* Ability to organize training programs and competency reviews of staff
* Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels.
* Must comply with Caregiver Law and Grant conditions criminal history checks as a condition of employment to include fingerprinting
* Ability to handle multiple tasks and meet deadlines
* Knowledge of techniques in areas of infectious and metabolic diseases
* Knowledge of budget preparation and management

A Tuberculosis (TB) Screening and/or a 2 step TB Skin Test is required within thirty (30) days of employment.
