After successful completion of the probationary period, employee will receive off probation wage increase.


Summary:

This position will provide plumbing expertise to the Zoning staff employees in the administering and enforcing the Building Code and Zoning Law of the Oneida Nation. Will work with the Land Commission, the departments of Planning/Geographic Information Systems (GIS), Engineering, Environmental, Land & Agriculture (ELA) Division, Department of Public Works (DPW) to ensure proper administering of all Oneida Laws. This position is critical in maintaining compliance with the Gaming Compact and individual services agreements. Continuation of this position is contingent upon funding allocations.


Responsibilities:

* Assist in plumbing plan and calculation review on both Uniform Dwelling Code (UDC) and Commercial building plan submittals.
* Enforce Plumbing Code minimum requirements through onsite review and inspections on both UDC and Commercial Buildings.
* Perform on-site inspections and review calculations of Utilities Department connections on both UDC and Commercial Buildings.
* Responsible for maintaining the Private On-site Waste Treatment System (POWTS) Maintenance Program for the Oneida Nation by issuing notifications of service required and confirming preventive maintenance is completed.
* Fill the role of Primary Erosion Control Inspector for Department and assisting other Inspectors.
* Fill the role of Primary Enforcement of Department for property maintenance and nuisance complaints through intake, review, on-site inspection, and enforcement when needed.
* Work with Planning/GIS Manager and Zoning Administrator to periodically review, update and revise the Zoning Law.
* Carry out all duties as identified in the Oneida Zoning and Shoreland Protection Law; the Oneida Building Code; and any other applicable laws.
* Investigate violations of the Building Code Law on the Oneida Reservation. Give notice and recommend prosecution in cases where violations remain uncorrected.
* Provide adequate, organized information to the Zoning Administrator for decision-making.
* Advise the community regarding scope and abilities of municipal services including land development, constructions, code compliance, and citizen complaint investigations.
* Inform the community regarding land use and zoning matters of public interest, particularly the time and place of public hearings.
* Ensure that Zoning records are being maintained and current, i.e., records of applications, reclassifications, variance, and conditional use reports.
* Ensure investigations are being completed on all violations of the Oneida Building Code and Oneida Zoning and Shoreland Protection Law and are completed in a timely manner.
* Receive, review, file and forward all applications for appeals, variances, special uses or other matters to the Land Commission.
* Ensure compliance and adherence to the standard operating procedures for Gaming Facilities Licensing.
* Ensure that the Private On-site Waste Treatment System (POWTS) Maintenance procedures comply with Environmental Protection Agency (EPA) and Indian Health Service requirements.
* Investigate property maintenance complaints and work with various municipalities; internal/external entities, i.e. Oneida and Green Bay Police, Oneida Social Services, Oneida Environmental, County Social Services, etc. as required to resolve.
* Ensure compliance with the UDC Plumbing, Electrical, Energy and Commercial Building Codes.
* Issue or deny Plumbing and Sanitary Permits.
* Conduct and oversee inspections of Oneida Nation buildings and use of Oneida Nation land to determine compliance with Building, Land Use, and Zoning Codes in addition to the compliance related conditions of Service Agreements and the Gaming Compact. Assure WI Statute 101.14 Compliance Standing is maintained.
* Maintain accurate, up-to-date records of the Zoning Law of the Oneida Reservation.
* Establish and enforce necessary or desirable regulations in writing, clarifying or explaining any provisions of the Zoning Law.
* Provide clerical, technical, and professional assistance as needed/required by the Land Commission in the exercise of its duties
* Assist in the flow of information in processing permits.
* Oversee the implementation and application of the Oneida Building Code and Oneida Zoning & Shoreland Protection Law to ensure the Oneida Nation's interest, health, safety and welfare of the public and tribal employees are maintained in property development, design and construction of new and remodeled facilities.
* Keep abreast of current changes in Oneida Building Code, all codes incorporated by reference, Planning/GIS and Zoning regulations and research alternative solutions for conflicting development issues.

Skills:

Essential:
* Ability to read and interpret technical sketches; building, site, POWTS, plumbing, fire protection and electrical plan sets; and apply applicable laws and codes.
* Ability to work as a team member and foster a positive working environment
* Skill in organizational management. This requires the incumbent to plan, organize and schedule priorities efficiently and effectively, meet strict deadlines and successfully cope with challenging situations and conditions.
* A valid driver's license or occupational driver's license, reliable transportation and insurance is required. Must obtain a Wisconsin driver's license or occupational driver's license within thirty (30) days of employment if applicant has an out-of-state driver's license. Must be authorized as eligible to operate a Personal and Tribal vehicle under the Oneida Nation's Vehicle Driver Certification and Fleet Management Law prior to actual start date. Must maintain driver's eligibility as a condition of employment.
* Ability to continuously develop and maintain effective working relationships with a variety of individuals and groups in a complex, multi-cultural environment
* Knowledge of pertinent Federal, Tribal, State, and Local Codes.
* Ability to enforce codes and regulations with tact.
* Ability to interpret building plans, maps, aerial photos, and plot surveys.

* Bachelor's Degree in Architecture, Gen
* A Combination of Experience and Education May Be Considered

Credentials:

Essential:
* Certification and licensed by the State of Wisconsin
* Journeyman Plumber
* WI Certified Commercial Plumbing Code Inspector
Nonessential:
* WI Certified Master Plumber Commercial Plumbing Code Inspect

Credential equivalent experience:
Essential:
* Certification and licensed by the State of Wisconsin to enforce the UDC Plumbing Code and Commercial Plumbing Code and POWTS Inspector.
* Certification and licensed by the State of Wisconsin as a Journeyman Plumber.
* Certification and licensed by the State of Wisconsin as a Commercial Plumbing Code Inspector.
Nonessential:
* Certification and licensed by the State of Wisconsin as a Master Plumber Commercial Plumbing Code Inspector.
