Position Summary

This position is responsible for providing assistance with the overall management of the Contingent Workforce Program and carries out responsibilities in the following functional areas: contingent workforce planning and reporting, recruitment, policy implementations, employment law compliance, as well as vendor management. The incumbent in this role will be relied on to support HR Programs and process improvement projects as needed with focus on program compliance and continuous improvement.

Major Responsibilities:

• Assist with Internal Contingent Labor Program Management: Management of $50-$60 million dollar contingent labor spend within the PL organization. Assist Manager with providing field operations with tools, reports, metrics, and resources necessary to support staff augmentation with our third party providers. Seek continuous improvement opportunities, which provide the field with the best service in the most efficient and cost effective manner.

• External Contingent Labor Program Management: Provide oversight into contract negotiations with staffing agencies as directed by Manager. Collaborate with assigned external staffing vendors to assist in driving satisfaction to local operations. Work with Manager to consistently seek opportunities to provide strategic partnership opportunities to support internal program goals.

• Provide assistance with managing and supporting HR process improvement projects involving compliance, recruiting and hiring processes.

• Assist Manager with engaging Safety partners to identify programs, policies and procedures that have both HR and Safety implications to help insure compliance with DOT regulatory and HR Legal implications. Seek continuous improvement opportunities to improve compliance and ease of field execution.

• Assist with providing management of PL Random Drug and Alcohol Programs for DOT and Non DOT positions. Seek opportunities for continuous improvement and development, which drive program efficiencies and compliance within the programs. Assist with working with external vendor to ensure best service and program solutions for Penske corporate and operations, including necessary reporting.

• Other projects as assigned

Qualifications:

• Bachelor's Degree in Human Resources, Business Administration, or related field is preferred. If no degree, equivalent work experience is required.

• 3 years of experience working in field and corporate human resources programs that drive workplace efficiencies around recruitment and retention and / or safety / compliance programs. Specific understanding of dynamics of staffing programs- both internal and external (agency) planning and utilization.

• Understanding of DOT regulatory compliance as it relates to HR related processes.

• Knowledge of recruitment and staffing agency programs, principles and processes.

• Human Resource policy development skills.

• Excellent verbal and written communication skills.

• Ability to build and maintain relationships and relate to all levels of field and management.

• Ability to compile, analyze and report data.

• Lateral thinking- i.e. solving problems through an indirect and creative approach, using reasoning that is not immediately obvious and involving ideas that may not be obtainable using traditional step by step logic.

• Ability to identify and service internal and external customers.

• Ability to work independently and manage time effectively to meet multiple goals / projects.

• Ability to assist in the development and communication of goals which support the overall company mission.

• Ability to make connections/ find patterns with natural curiosity on reasons behind processes and programs.

• Regular, predictable, full attendance is an essential function of the job

• Willingness to travel as necessary, work the hours necessary to accomplish the job duties, work at the specific location required, complete Penske employment application, submit to a background investigation (to include past employment, education, and criminal history) and drug screening.
