Position/PCN: Purchasing Specialist

Position FTE: 1.0

Pay Grade: 7

Starting Wage: $18.63

Days Per Year:  260

Class Summary:  Under supervision and direction from the Purchasing Manager, performs purchasing activities for the procurement of supplies, services and/or equipment for use within the district; thereby ensuring the timely arrival of goods and services at the best possible prices.
 
Distinguishing Characteristics:
 

Duty No. Essential Duties Frequency 1 Daily 1 Disseminates information and answers questions regarding purchasing policies and regulations. Daily 2 Reviews, edits, and/or processes purchasing requisitions to order goods/services needed within the District, in accordance with District purchasing and accounting policies. Researches procurement requests and provides relevant data/pricing information if needed. Daily 3 Provides follow-up procedures on purchase orders after distribution to ensure that necessary requisition modifications conform to vendor requirements. Daily 4 Reviews, edits, and/or processes the creation and/or update of vendor records, in accordance with District purchasing and accounting policies. Communicates with vendors to compile appropriate backup documentation for vendor records. Understands and follows internal control procedures to protect against fraudulent attempts to change vendor information. Daily 5 Corresponds with vendors to compile product information, determine availability of necessary goods/services and discuss other product related matters. Daily 6 Responds to inquiries regarding procurement practices and product/service pricing procedures for budget requirements and transfers. Daily 7 Under direct supervision, may assist in contract bidding, requests for proposals, and quotes, including statements of work, terms and conditions, and evaluation criteria, by preparing bid specifications which comply with Board policies and Borough and State rules and regulations. May participate in bid conferences and bid openings. May assist in the analysis of submitted contract proposals in preparing recommendations to the School Board. Daily 8 Under direct supervision, assists in coordinating purchasing activities and contract administration throughout the District. Daily 9 Provides training and guidance of other school district personnel in purchasing procedures and procurement requirements. Daily 10 Performs routine receptionist and clerical functions for the department including creating documents, spreadsheets, and reports; performing routine filing; opening and distributing mail; receiving and logging bids and proposals; answering telephones; and receiving visitors. Daily 11 Maintains fixed asset inventory within the computerized accounting system. Maintains and accurately records all transfers, disposals and purchases. Daily 12 Performs other duties as assigned. Daily  

 
Knowledge:   Working knowledge of spreadsheet, database and word processing programs.
 
Skills (position requirements at entry): Good communication skills and customer service skills required.  Must be able to produce professional, properly-formatted documents and correspondence. Must be able to communicate district policies and procedures clearly and professionally to a variety of audiences. Must be able to function effectively as a team member. A high rate of accuracy when working with numbers is essential.
 
Training and Experience (position requirements at entry):  Previous education, training, work or life experience that provides reasonable evidence of the successful performance of the tasks listed. Such evidence might typically be provided by two (2) years of purchasing, accounting, or other financial experience and a working knowledge of basic procurement principles. Related education may be submitted for up to one year experience requirement.
 
Licensing Requirements (position requirements at entry):  A valid Alaska Driver's License.
 
Physical Requirements:  Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to life, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
