JOB DESCRIPTION:  

The Army Navy Business Group currently has a career opportunity for a qualified former AEGIS Ballistic Missile Defense Officer (BMDO) to provide support to the Ballistic Missile Defense Exercise (BMDEX) training program. The qualified candidate will provide direct assistance to Tactical Training Group, Atlantic (TTGL) as a senior training subject matter expert (SME) for the development, implementation, execution and assessment of the training program and requirements to support BMDEX.  The candidate must be knowledgeable in SPY-1 B/D operations and have stood watch on an AEGIS BMD ship as a Ballistic Missile Defense Officer.

 

The ideal candidate will be an experienced analyst and a technical/tactical SME with interoperability applications as a former mid- to senior-grade U.S. Naval Officer with at least one tour of duty on a BMD-configured AEGIS CG/DDG. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least ten (10) years of applicable training SME experience in:

  • U.S. Navy fleet and/or Joint training operations, policy, doctrine, systems, and staff procedures, including an understanding of the Optimized Fleet Response Plan (OFRP), Fleet Response Training Plan (FRTP), Fleet Training Continuum (FTC) and other Navy training policies

  • Managing/ prioritizing large, complex projects involving numerous stakeholders 

  • Team and/or project leader 

  • Leading working groups and cross functional teams 

  • Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables 

  • Engaging Senior Staff at the Flag Officer/Director/Manager level in both written and oral format

  • Conducting fleet training analysis/assessment to identify gaps, training needs and solutions

 

Specific Functional Area tasks include:

  • Assist USN stakeholders with identifying BMD-related issues for agency, joint and coalition counterparts, and with developing government stakeholder training system requirements.

  • Provide shipboard and warfare commander mission critical watch teams with progressive, advanced, and challenging BMD distributed training scenarios that stress TTPs, facilitating rehearsal and refinement of established procedures.

  • Assist government representatives in coordination, execution, and assessment of BMD exercises in the live and synthetic training environment including assimilation of BMDEX events into the Fleet Synthetic Training (FST) program.

  • Assist in briefing senior USN leadership on exercise design and lessons learned findings.

  • Assist government representatives in scheduling BMD exercises enabling fleet BMD-capable ships to meet readiness requirements.

  • Assist government representatives in creating, reviewing, and publishing all appropriate documents necessary to conduct an advanced phase BMDEX including TTGP-led BMDEX events.

  • Provide subject advice and expertise on evolving defensive systems and ensure that the BMDEX program is aligned with USN warfare training system processes, Navy Warfare Training System (NWTS) processes and the Fleet Training Continuum (FTC).

  • Develop lessons learned from exercise results including assessment of NMETs and provide these findings to the Government.

  • Assist in the development, review, and delivery of expert academic and operational instruction in BMD systems, TTPs, doctrine and best practices to fleet personnel to include hardware and software configuration through academic and synthetic training.

  • Assist with BMD / FST coordination, execution and scenario development and integration of LVC simulations into representative real-world scenarios.

  • Provide expert knowledge of the JWTS, JTT, NWTS and NMETs.

Qualifications

REQUIRED BACKGROUND / EDUCATION / SKILLS:

  • Must be a U.S. citizen with Top Secret clearance and Bachelor's degree.

  • Active military duty experience as an Aegis Ballistic Missile Defense Officer, knowledgeable in SPY-1 B/D operations and an expert in BMD.

  • Ten (10) years of general training program analyst and Functional Area experience (14 years in lieu of degree will be considered); see detailed tasks above.

  • Must possess proven written and verbal communication skills at the junior management and senior executive level, be able to act independently, and effectively manage multiple priorities and interruptions with minimal impact on productivity and deliverables.

  • Experience in use of MS Office (e.g., Excel and PowerPoint) products.

 

DESIRED BACKGROUND / EDUCATION / SKILLS:

  • Five (5) years of experience at the instructor/evaluator level on a Strike Group or Numbered Fleet Command staff or equivalent DoD staff involving synthetic BMD mission planning and execution

  • Knowledgeable in data entry, operations, and products associated with the AEGIS Mission Planner (AMP).

  • Familiarity with entering and evaluating the effectiveness of SPY radar doctrine.

  • Familiarity and solid understanding of the Navy Composite Warfare Commander (CWC) concept with strong knowledge of air defense, BMD, and Navy strike warfare.

  • Significant experience with FST utilizing the Navy Continuous Training Environment (NCTE) to conduct scenario development and integration LVC capabilities into a realistic training environment.

  • Two (2) years of experience with Tactical Warfare Modeling and Simulation Systems such as JSAF, JAWS, or BFTT

  • Recent experience in joint and naval exercises, war gaming, and exercise/event planning.
