SAIC is seeking an experienced Contractor Special Access Programs (SAP) Security Officer/Embedded Security Professional to be part of an elite team of security professionals on the Horizon 2 contract, operating a new, cutting-edge secure facility located in El Segundo, CA. The ideal candidate will have extensive experience in building ICD 705 Physical Security construction designs, as well as expertise in TEMPEST requirements and procedures, in addition to proven expertise in operating and managing Mission-Level facilities.
The capability this contract provides the Government will service multiple weapon system program offices across a Program Executive Office weapon system portfolio. This is a “first-of-kind” in terms of the capabilities and will require novel and innovative approaches to the development of security plans, application of guidelines, and establishment of procedures for all areas of security to include Personnel Security, Physical Security, Industrial Security, Information Security, Classification Management, Communication Security (COMSEC), and Program Security.

Roles and Responsibilities include:
• Assist in management and operations of SAP Facilities in accordance with ICD 705 requirements.
• Maintain security operations within the assigned activities and organizations.
• Oversee and enforce security policies, procedures, and protocols to ensure compliance with all relevant regulations and guidelines.
• Conduct security audits, inspections, and investigations to identify and mitigate potential security risks.
• Administer security programs and procedures for classified materials, documents, and equipment.
• Coordination of access control systems to include badging, sending/receiving visit certs, updating SIMS database, updating customer databases, meeting support, escorting, document control, and classified matters with the respective government representative and company business partners will be at the forefront of the SP's responsibilities.
• Develop and submit, Construction/Maintenance Security Plans (CSP/MSP), Fixed Facility Checklists (FFC), TEMPEST Checklist, UL-2050 CRZH forms and call rosters.
• Maintain secure space accreditation letters, Intrusion Detection System (IDS) semi-annual inspection receipts, IDS call rosters.
• Facilitate and participate in secure space project meetings, providing DD-254 security requirements and contracting/sponsoring agency special security needs and requirements.
• Perform COMSEC account/equipment management activities (CRO).
• Support the control of visitor ingress/egress, escort visitors, including the verification of visitor clearances, coordination of conference room meetings, and briefing visitors on facility security requirements.
Qualifications
Skills one must have:
- Bachelor's degree in Security Management, Information Security, or a related field and at least 6 years of related experience (4 years of applicable experience may be used in lieu of degree) with:
- National Industrial Security Operating Manual (NISPOM) / Intelligence Community Directives (ICDs) with a focus on ICD 705/Joint Special Access Program Implementation Guide (JSIG), Executive Orders, etc.
- Illustrating and presenting decisive and risk-managed security recommendations and decisions.
- TEMPEST requirements and procedures.
- JADE, Scattered Castles, SCINET, and DISS.
Strong background in Microsoft Office Product Suites: Excel, Word, PowerPoint, Access, and Teams.
- Ability to plan and execute recurring scheduled tasks with little or no supervision.
- In-scope security background investigation (T5 or SSBI) adjudicated for Sensitive Compartmented Information (SCI) eligibility and be enrolled in the Continuous Evaluation program (where applicable).
Willingness to be nominated for access to SCI and SAPs and willing to consent to a Polygraph examination.
Desired Qualifications:
- Relevant security certifications (e.g., Certified Information Systems Security Professional (CISSP), Industrial Security Professional (ISP) are highly desirable.
Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
