Role Summary
We are hiring a leader as part of the Finance and Commerce portfolio to support mission delivery and accelerate growth through capture leadership and proposal execution. This is a hybrid role based in Reston, VA, designed for a leader who can partner with program, technical, and growth teams to shape, win, and transition new work, then mature into a larger delivery leadership role over time. SSA experience is strongly preferred.
Work location: Hybrid, Woodlawn, MD or Reston, VA (regular onsite engagement required).
Key Responsibilities, Capture and Proposal Focus
- Serve as a core member of the capture team for contract growth and new pursuits across the Civilian portfolio.
- Drive proposal development execution, including compliance, outlines, storyboards, writing plans, and integration across contributors.
- Author and review proposal content, especially management approach, staffing, transition, governance, risk, and quality sections.
- Partner with solution architects and SMEs to ensure the proposed solution is executable, compliant, and aligned to customer priorities.
- Build win themes, differentiators, and proof points, translate operational strengths into a compelling value proposition.
- Support pricing inputs and staffing models, ensure the proposed labor mix and ramp plan are realistic and defensible.
- Participate in color reviews and lead actions to close gaps quickly, improve responsiveness, and raise overall proposal quality.
- Contribute to pipeline shaping, customer engagement planning, and capture artifacts such as call plans, competitive assessments, and pursuit strategies.
Delivery Responsibilities
- Support delivery governance and execution rhythm on assigned workstreams, including status, risk and issue tracking, and milestone coordination.
- Provide delivery based insights to improve transitions, ramp plans, and sustainment approaches for awarded work.
- Partner with program leadership to drive continuous improvement, standard work, and repeatable playbooks.
Qualifications
Required Qualifications
- Bachelor's degree, or equivalent combination of education and experience.
- 17+ years of relevant experience in federal services, technology delivery, capture, or program operations.
- 5+ years in a program management or delivery leadership role (Program Manager, Project Manager, Delivery Lead, or similar).
- Demonstrated experience supporting capture and proposal development, including writing and coordinating management approach content.
- Strong executive communication skills, ability to influence across matrixed teams, and operate with a high tempo pursuit cycle.
Preferred Qualifications
- SSA experience strongly preferred, including familiarity with SSA operating environment, stakeholders, and delivery expectations.
- Demonstrated success supporting wins, recompetes, task order bids, or major on contract growth efforts.
- Experience with Finance and Commerce mission areas, eligibility, payments, claims, accounting, procurement, or shared services.
- PMP, SAFe, ITIL, Scrum, or comparable certifications.
- Experience with transition planning, staffing ramp, and early life cycle delivery stabilization.
