Work Schedule: 4x/Week On-Site (Mark Center)
The Senior DoD Issuances Analyst is crucial for managing the lifecycle of DoD issuances within OUSD(R&E). This role is focused on guiding DoD issuances from drafting through to publication, ensuring compliance with procedural stages and adherence to legal and security standards. The analyst is responsible for streamlining processes and ensuring all issuances effectively reflect departmental policies and directives.
Key Responsibilities:
- Drafting and Internal Coordination: Initiate drafting of DoD issuances, ensuring alignment with current policies. Coordinate internally to consolidate input and feedback, preparing documents for the precoordination review.
- Precoordination and Revisions: Manage the precoordination review process, making necessary revisions based on feedback from various stakeholders. Address any legal objections and finalize the document for DD Form 106 signature.
- Portal Coordination and Revision: Facilitate the coordination of drafts through the designated portal, managing revisions and ensuring all stakeholder inputs are appropriately integrated.
- Review and Legal Checks: Conduct presignature reviews, oversee legal sufficiency checks, and coordinate security reviews to ensure all issuances meet regulatory and operational standards.
- Final Approval and Publication: Guide the issuance through final approvals and oversee its publication, ensuring the document is accurately disseminated and accessible.
- Special Procedures: Implement special procedures for modifications, cancellations, and updates of existing issuances, ensuring continuous alignment with evolving DoD requirements.
- Task Assignment and Management: Utilize the CATMS (Correspondence and Task Management System) platform to assign, manage, and track tasks related to DoD issuances. Ensure timely delegation and completion of tasks across all components.
- Tracking and Reporting: Monitor workflow progress within CATMS, generating detailed status reports to inform leadership of milestones, bottlenecks, and completion rates.
- Staff Package Preparation: Prepare comprehensive staff packages for leadership review, ensuring that all required documentation and approvals are included before submission.
Qualifications
Experience Requirements:
- A minimum of ten (10) years of experience in policy analysis or management, specifically within a DoD context, with exposure to the DoD issuances process.
- Demonstrated capability in managing complex processes involving multiple stakeholders and ensuring compliance with legal and security protocols.
Educational Requirements:
- Bachelor's degree from an accredited college or university.
- Four (4) years of specialized experience, including military experience, may be substituted for educational requirements.
Clearance Requirements:
- Top Secret clearance required; ability to obtain and maintain SCI.
