SAIC, a leading provider of systems development & deployment, targeting & intelligence analysis, systems engineering & integration, and training capabilities and solutions for the Intelligence Community, is seeking a Federal Laboratory Systems Engineer to provide systems engineering and technical advisory (SETA) services to a United States Government customer in Chantilly, VA. SETA contractors provide analysis and engineering services in a consulting capacity, working closely with the government's own engineering staff members. In this position, you will help customer teams execute authorities associated with the agency's designation as a Federal Laboratory. Work will emphasize technology transition/transfer between the agency and industry and academia using innovative non-FAR-based acquisition capabilities.

Key Responsibilities:

  • Support the Federal Labs Program Managers in the development and daily management of Partnerships Intermediary Agreements (PIA), Cooperative Research and Development Agreements (CRADA), and Educational Partnership Agreements (EPA)
  • Work closely with customers to identify promising research and development (R&D) topics and use PIAs/CRADAs/EPAs to execute the envisioned R&D
  • Engage in outreach activities with stakeholders in the customer's organization to identify transition partners for successfully completed R&D projects
  • Engage and coordinate activities with other Federal Laboratory entities, as well as academia, industry, and government organizations
  • Communicate technical concepts and information via written and oral communications, including authoring key process documents
  • Track technology transfers from an R&D office to operational users
  • Identify key technical progress metrics and milestones and provide analysis of the progress against objectives
  • Support project management through the Federal Laboratory authority
  • Conduct engagement and coordination with other Federal Laboratory entities, as well as academia, industry, and government organizations

Qualifications

Required Education: 

  • Bachelors and five (5) years or more experience; Masters and three (3) years or more experience; PhD and 0 years related experience

 

Required Experience: 

  • Active TS/SCI with Poly
  • BS degree in Science, Technology, Engineering, or Math with 9 years of relevant experience (4 additional years of experience may be used in lieu of degree)
  • Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD and four (4) years or more experience.
  • Effective interpersonal skills and strong briefing and writing skills.
  • Aptitude for on-site SETA work
  • Good working knowledge of MS Office applications
  • Experience with Patents and Intellectual Property (IP) is desired
  • Experience working with Confluence and JIRA is desired
  • Experience with Acquisition Engineering processes and guidelines is desirable 
  • Experience with the FAR, Title 10 and Title 15 authorities as it relates to PIAs and CRADAs is desirable
Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
