SAIC has an opportunity for a Procurement Analyst to support procurement activity for the Department of State's Diplomatic Technology (DT) Bureau's global IT infrastructure in Washington, DC. The IT Procurement Analyst is responsible for the end-to-end management of acquiring information technology goods and services— including hardware, software, SaaS, cloud solutions, telecommunications, and professional services. This role ensures that all purchasing activities align with Diplomatic Technology policies, budgets, and strategic objectives, while optimizing costs, mitigating risks, and supporting organizational growth. The analyst works closely with IT, finance, and vendor management teams to deliver value-driven sourcing strategies, accurate financial tracking, and insightful budget analysis to guide decision-making.
Description of Duties:
- Analyze IT procurement needs and develop sourcing strategies to meet organizational requirements.
- Work with stakeholders to define requirements, develop RFPs/RFQs, and manage the vendor selection process.
- Maintain accurate procurement records and financial records, including purchase orders, contracts, and license inventories.
- Track IT spend and develop reports and dashboards to monitor budgets, usage trends, and cost-saving opportunities.
- Ensure compliance with internal procurement policies, legal requirements, and licensing terms.
- Collaborate with Finance, IT Security, and Legal teams to support contract review and approval processes.
- Perform cost modeling, total cost of ownership (TCO) evaluations, and return-on-investment (ROI) analyses for proposed purchases.
- Participate in IT asset lifecycle management, including software renewals and hardware refresh planning.
- Support audits by providing relevant procurement documentation and analysis.
Qualifications
Required Education & Experience:
- Bachelor's degree in Business, Finance, Supply Chain, Information Technology, or related field is highly preferred; may accept additional experience in lieu of degree.
- 1-3 years of experience in procurement, financial analysis, or sourcing, preferably in IT categories.
- Knowledge of IT categories including hardware, software, SaaS, cloud services, and telecommunications.
- Experience with contract negotiation, vendor management, and IT sourcing best practices.
- Proficiency with procurement and ERP tools (e.g., SAP, Oracle, Coupa, Ariba) and advanced Excel skills.
- Strong analytical, communication, and negotiation skills.
- Ability to manage multiple competing priorities and work cross-functionally in a fast-paced environment.
Clearance Requirement:
- US Citizenship.
- Active Secret clearance with the ability to obtain up to Top Secret.
Desired Experience/Skills/Attributes:
- ITIL Foundations Certification
- PMP Certification
Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
