SAIC is seeking a Joint Operation Planning and Execution System (JOPES) Exercise Planner located in Pearl City, Hawaii to support the USINDOPACOM contract to coordinate and execute joint and multinational exercises using the Joint Training System, managing Joint Operation Planning and Execution System (JOPES), Time-Phased Force and Deployment Data (TPFDD), and movement operations while capturing lessons learned through after-action reporting and briefings to enhance future iterations.
JOB DESCRIPTION:
· Coordinate and execute joint and multinational exercises using the Joint Training System, managing Joint Operation Planning and Execution System (JOPES), Time-Phased Force and Deployment Data (TPFDD), and movement operations.
· Lead exercise planning meetings, create operational concepts, sustainment plans, and executable TPFDDs, ensuring detailed, actionable plans for deployment and sustainment.
· Monitor movements in systems like the Single Mobility System, ensure reconciliation of airlift/sealift bills, and validate transportation charges for exercises.
· Review directives, Joint Manning Documents (JMDs), and Joint Exercise Transportation Plans (JETPs) for budget compliance, plan validation, and operational readiness.
· Generate and validate Transportation Account Code (TAC) memorandums for transportation coordination, including sealift, inland transit, and small cargo programs, while managing Unit Line Number (ULN) creation/verification.
· Provide program management reporting, cost estimates, outbrief deliverables, and other exercise-related tasks to support overall program objectives.
· Coordinate and ensure the end-to-end movement phase of the joint deployment and redeployment process for exercises includes self-deploying forces and forces requiring lift support and is composed of movement from origin to Point of Embarkation (POE), POE operations, and movement from the POE to POD (Debarkation).
· Movement Considerations During deployment or redeployment, forces requiring movement comprise three general categories: self-deploying forces, forces requiring intertheater and intratheater common-user airlift support, and unit movements involving a combination of self-deployment and common-user airlift support.
· Movement Control: coordinates transportation resources to enhance combat effectiveness and assets meet the deployment/redeployment and sustainment priorities of the supported CCDR Joint Exercise.
· Close coordination with Services (and Components), other CCMDs (esp. TRANSCOM), and other agencies and leaders.
Qualifications
REQUIRED EDUCATION AND EXPERIENCE:
· Bachelors and five (5)+ years of related experience; additional four (4) years of experience accepted in lieu of degree.
· Exercise planning experience at joint theater, joint functional or sub-unified commands, or significant joint exercise planning experience at major service command level.
· Experience with JOPES, movement, TPFDD development to support major joint operations/exercises (or equivalent) deployments of personnel and/or strategic lift requirements.
· Knowledge of the operations, sustainment and logistical support required for exercises, deployments, and mobilizations.
· Operational and/or logistical experience in the Indo-Pacific Theater.
· Recent joint or sub-unified command staff experience with operations and/or plans background
REQUIRED CLEARANCE:
· Must have an active Secret clearance with ability to obtain a TS/SCI clearance.
· Must be a current US Citizen.
DESIRED QUALIFICATIONS:
· Joint professional military education.
· Joint Service Officer Designation.
· Experience with Joint Training Information Management System (JTIMS), Time-Phased Force and Deployment Data (TPFDD), Safety Management System (SMS), Distribution Component Billing System (DCBS), and movement coordination.
Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
