SAIC is seeking a Publicly Available Information (PAI) Intelligence Analyst. The PAI Intelligence Analyst will be responsible for conducting exhaustive research in the PAI domain in accordance with established priorities, performing triage of content; identifying trends and patterns of activity in support of threat-mitigation activities in both the cyber and real-world domains; and creating standardized reports to provide to the analytical team for further analysis. The candidate must be particularly adept at and have an analytical cyber background in OSINT exploitation using specialized investigative tools and datasets. The position requires strong critical thinking skills, the ability to write accurately and succinctly, and the ability to multi-task and accomplish tasks with limited direct supervision, and to respond to short-notice tasking. Along with strong analytic skills/research skills, the candidate should demonstrate strong operational security practices and initiative-drive work. This position will require interaction with a wide variety of government leadership and contractor personnel. The candidate must be ability to operate in a diverse, evolving, and high-profile environment.  This position is onsite in Arlington, VA.

 

  • - Utilizes all-sources of intelligence, but primarily OSINT and SOMEX (social media exploitation), to create associated incident, threat, and information reports/products and investigative leads/recommendations and courses of actions to government leads 

  • - Performs social network analysis (SNA) of an online presence to understand interactions, influences and identify potentially new elements of interest using customer approved PAI tools 

  • - Experience preserving, scraping and documenting PAI findings 

  • - Effectively utilizes PAI tools and commercial tools to research selectors and attribute selectors  

  • - Verbal and written interpretation/translation (the ability to identify and analyze problems and then generate recommended solutions based upon experience working with various elements of DoD) 

  • - Can be counted on to exceed goals successfully, very bottom-line oriented; steadfastly pushes self and others for results

  • - Ability to adapt and perform under pressure in diverse environments with evolving requirements 

Qualifications

Required Education, Certifications, Skills, Expertise, Years of Experience: 

  • - Bachelor's degree in a related cyber or analytical field and 6 years of specialized OSINT experience; OR  

Master's degree in a related field and 3 years of specialized OSINT experience; OR 

10+ years of specialized OSINT experience with appropriate military and civilian training within intelligence analysis field  

  • - Formal coursework or instruction in OSINT techniques, technologies, tools, and trends 

  • - Completion of OS-301, OS-302, OS-303, OS-305, CASO, or IC equivalent trainings 

  • - Experience in using Commercial Off the Shelf tools such as OpenIO, Maltego, plus use of misattributed systems. 

  • - Must have experience conducting online investigations outside United States and familiar with overseas PAI datasets and limitations 

  • - Demonstrated experience utilizing data visualization tools like Qlik, Power BI, i2 Analyst Notebook, Visio 

  • - Experience with assessment of sources and reporting and providing analytical feedback 

  • - Create written reports demonstrating accurate and succinct writing showing key findings and overview of process used to perform collection and analysis 

  • - Proficiency in Microsoft Office products 

  • - Strong knowledge of military operations, terminology, and structure 

 

Desired Education, Certifications, Skills, Expertise, Years of Experience: 

  • - Experience with Military or Law Enforcement Community Counterintelligence Investigations 

 

Travel:  Less than 10% 

 

Required Clearance:  Active Top Secret Clearance with SCI eligibility (PR within 6 years) 

Desired Clearance: CI Poly (must be able to take/pass at-will)
