Process Improvement Specialist
Overview of Position
The Process Improvement (PI) Specialist will support the VA Cybersecurity Operations Center (CSOC) via the CSOC-NGII contract to evaluate and mature operational processes. In this role, the PI Specialist will work with government and contractor team leads to assess current functions and supportive elements (tools and artifacts), identify gaps and improvements, propose improvement solutions, and use shared leadership partnership with the government and contractor team leads to establish those solutions. Solutions include technical and operational elements and require development of process models and supporting procedural documentation to support the implemented improvement. A working knowledge of Capability Maturity Model Integration (CMMI) and Lean Six Sigma Information Technology (IT) standards are vital to this position. The current PI team uses servant leadership and shared leadership techniques to affect positive change within the CSOC environment. This position requires professional and discretionary leadership skills to interact with CSOC leadership entities. Additionally, the position requires the ability to change direction when priorities are identified, returning to previous work when prioritized work is complete. Change management skills are necessary to balance prioritized demands, coordinate changes with government and contractor staff, and coordinate changes for knowledge management resources publication. Excellent communication skills are required for facilitating meetings to move improvement initiatives forward in a timely manner.
Work Management and PI Team Interaction
This position requires the resource to continually evaluate competing priorities, work with the PI Team Lead to confirm workload priorities, and maintain work focus on identified priorities to achieve project milestones. PI Team interaction is vital for the continued success of the team. The PI Specialist must engage and interact well with the existing PI Team. The resource must possess excellent communication and coordination skills to effectively work with all stakeholders. Work management duties include:
- Ability to document requirements
- Ability to identify competing priorities and convey conflicts to the PI Team Lead
- Ability to take direction and change workload prioritization according to immediate demands
- Ability to proactively manage work projects
- Ability to schedule and lead meetings throughout the week, as necessary, to ensure project tasks move forward
- Ability to proactively interact with PI team members to ensure:
- Improvement recommendations support the CSOC mission/vision
- Improvement recommendations bear no ill consequence to other existing CSOC processes
- Scheduled tasks are completed on time
- Input to the PI Lead and PI Team is provided for coordination and reporting purposes
Process Maturation Support
Perform process maturation duties to increase and sustain CSOC operational and functional process maturity. Process maturation duties include:
- Possess a working knowledge of servant leadership and shared leadership techniques
- Possess a working knowledge of CMMI and Lean Six Sigma IT industry standards
- Cybersecurity knowledge is a plus, ability to understand cybersecurity concepts is required
- Ability to professionally engage with CSOC government and contractor staff/subject matter experts to conduct process analysis
- Ability to professionally engage with CSOC government and contractor leads, including CSOC Leadership, to gain perspective on mission support and vision direction
- Possess comprehension skills to effectively understand CSOC operational needs and functional performance goals
- Ability to conduct process assessments and prepare assessment reports
- Ability to decipher information received from CSOC government and contractor leads to determine if there are any gaps in existing processes
- Ability to conceptualize new processes, convey new process concepts to the customer, integrate feedback, and obtain approval to proceed with new process development
- Ability to use shared leadership techniques to configure and develop new processes
- Ability to develop process models to convey workflow concepts
- Ability to implement approved process improvement solutions through the engagement with CSOC government and contractor members
- Ability to understand and document procedural and informational content
- Ability to correct grammatical elements within developed artifacts
- Ability to conduct metric analysis and develop metric reports
- Ability to discuss information that appears to be inconsistent to confirm that information is complete and accurate
- Ability to work with the PI Team for concept, analysis, and artifact review
- Ability to develop and maintain maturity baselines
- Ability to develop and provide process-related training, as necessary
- Ability to develop white papers, as needed, to convey analysis or new process proposals
- Ability to work with knowledge management team to finalize documentation according to VA documentation guidelines
- Must have excellent writing and communication skills
- Must have functional knowledge of MS Outlook, MS Word, MS Excel, MS Visio or equivalent modeling software, SharePoint, and electronic file management
Qualifications
Requirements:
- Bachelors and 6 years experience or a Master and 4 years experience.
- Must have minimum 4 year degree in IT or Process Improvement related field. Additional experience can be considered in lieu of degree.
- Position is currently remote but may be asked to attend in person meetings in Martinsburg WV. Preference given to candidates in commuting area of Martinsburg WV.
- Must be a US Citizen and able to obtain a Public Trust.
Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
