SAIC is seeking a Program Analyst located on Tinian (one of the three principal islands of the Commonwealth of the Northern Mariana Islands) to support the Software, Simulation, System Engineering and Integration (S3I) Directorate, DEVCOM Aviation & Missile Center (AvMC) in support of the USINDOPACOM. 
The successful candidate will support the INDOPACOM team as a Program Analyst for Military Affairs in the Commonwealth of the Northern Marianas Islands (CNMI) under J56, Posture Manager. The incumbent is responsible for facilitating and coordinating Department of Defense (DoD) requirements and military initiatives in the CNMI and a member of the INDOPACOM Liaison team. 

NOTE: The position will be physically located in Tinian but travel to and from inter Commonwealth of the Northern Mariana Islands (CNMI) islands and island of Guam will occur.

JOB DESCRIPTION: 

  • Provide analytical results and recommendation to INDOPACOM and provide data and assistance to better prepare DoD leadership in making decisions affecting programs, supporting functions, and facilities which are located at outlying multi-function sites all of which are under a joint construct.
  • Assist in developing regional political-military policy and associated strategic regional plans, and facilitates multiagency agreement to allow actions with mitigated community impacts to the Commonwealth of the Northern Mariana Islands (CNMI).
  • Develop, maintain, and distribute operational tools such as Concept of Operations (CONOPs) and Scope of Work (SOWs).
  • Ensure all strategic laydown requests for Commonwealth of the Northern Mariana Islands (CNMI) are directed to Senior Leaders and coordinates across the region as necessary.
  • Perform policy, process, and tool development and analysis for greatest efficiency and effectiveness. Monitors ongoing region initiatives to identify unanticipated challenges and effects.
  • Coordinate and facilitate substantive data collection and follow on analysis for resource allocation decisions, performance impacts, efficiencies, and business practices and strategies.
  • Participates on boards/committees to study and recommend changes and/or innovations.
  • Coordinates with Regional environmental counsel and coordinator for all environmental assessments and associated activities.

Qualifications

REQUIRED EDUCATION AND EXPERIENCE: 

  • Bachelors degree and two (2)+ years of related experience; additional four (4) years of experience accepted in lieu of degree.
  • Must be able to understand systems to ensure effective program management and communication.
  • Must possess knowledge of concepts, principles, and practices relating to programs and support resources in the Commonwealth of the Northern Mariana Islands (CNMI).
  • Basic knowledge of behavioral, social, and economic factors affecting military initiatives in order to provide guidance and feedback for program implementation, execution, and evaluation.
  • Must possess knowledge of management and organization principles and theories, including administrative practices and procedures common to the areas of Commonwealth of the Northern Mariana Islands (CNMI).
  • Skill in applying analytical and evaluative techniques used to identify, consider, and resolve issues or problems of a procedural or factual nature as it pertains to the TN programs.
  • Must be able to communicate effectively both orally and in writing to maintain good working relations and ensure effective program implementation, execution, and evaluation..

REQUIRED CLEARANCE: 

  • Must be able to obtain a full Secret Clearance; Interim Secret required prior to start, SAIC will help to obtain.
  • Must be a current US Citizen.
