SAIC is seeking a Program Analyst for the United States Coast Guard (USCG) Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) major systems. This program will be part of a transformative venture, driving the future of next generation ice-breakers and enhancing the Navy and Coast Guard's polar mission effectiveness in response to evolving strategic and environmental demands.
This position is contingent upon an award expected in November 2025. It is hybrid-remote with weekly onsite requirements in Pascagoula, MS. Candidates must be local to the area.
Duties:
- Perform project management of Level of Effort type task orders including stage 4 and 5 test procedures development and test execution project for USCG Polar Support Cutter C5ISR systems.
- Works closely with project stakeholders and Government customers on all project costs, schedules, and performance issues that impact customer or contract requirements
- Assists in the coordination of technical efforts and provides authorization for all project related expenditures to include personnel labor, travel, ODCs, and material purchases.
- Manages fiscal year operational budgets using customer spend-plans, prime and subcontractor quotes, BOE's, EACs, and internal financial reporting systems
- Adheres to all corporate financial and accounting policies and Government regulations applicable to the contract.
- Prepares project deliverables (CDRLs) and financial reports for internal and customer project reviews and develops action plans and briefs for project status meetings.
- Plan and delivery of high-quality project control deliverables in support of program requirements.
- Develop, update, and maintian project specific planning and control documents.
- Communicate to assigned Program Manager all key project plans, commitments, and changes including requirements, QA plans, schedule, and scope changes.
- Maintain and enhance all project processes and workflows.
- Develop, document and revise project processes and quality standards.
- Collaborate control processes across all functions within program and business stakeholders.
- Continuously improve execution processes.
- Support the proactive identification and mitigation of risks .
- Communicate assigned project plans and status, and escalate issues as required.
- Manage project tasks and milestones
- Works with the multidisciplinary technical team to collect data for project execution

Requirements:
- Bachelors degree with three (3) years or more experience with Naval or related electronics and communications equipment and systems; Masters and one year of related experience
- Must be a U.S. Citizen.
- Active Secret clearance.
- Must be able to work in a fast-paced environment and adapt to changing requirements.
- Valid US Passport
Desired Qualification and Experience:
- Three (3) years as a project control analyst of Naval or related electronics and communications equipment and systems projects
- Proficiency of Microsoft Office suit.
- Proficient Soft Skills for engaging with individuals in person, on phone and in written mediums.
- Previous project control experience for C4ISR or C5ISR projects.
- Experience with MIL-STD-2106 Development of Shipboard Industrial Test procedures
- PMP certification or equivalent
- Specific experience with shipboard Communication Cabinets, Gyrocompass Systems, Integrated Bridge Systems, Interior Communications (Alarms, Safety, Warning Systems), Military enhanced Global Positioning System, Navigation Data Distribution Systems, Unclass LAN, SIPRNET, and Surface Search Radar is highly desirable.
