SAIC is seeking a Senior Program Analyst/ Business Financial Manager to join our team of qualified, diverse, and highly motivated individuals supporting NSWC Crane and the Navy Hypersonic Program Office.  

Candidates must have strong interpersonal, communication, and coordination skills.

This position will require direct support to and interaction with program principals requiring the establishment and management of program financial documents, spend plans and schedules; defining and tracking program requirements and financial metrics; tracking program deliverables; and analyzing program cost, schedule, and performance data. 

This position requires periodic visits to Navy Yard for customer meetings.

Responsibilities may include:

  • Coordinate and facilitate fiscal and programmatic actions with internal and external program stakeholders
  • Develop and maintain program execution and spend plans
  • Develop budget and programming documents, exhibits, briefings, and presentations for senior management budgetary reviews and implementation
  • Develop financial reporting materials and present, on behalf of the program manager, the program's financial plans and execution status at Program Management Reviews. Report at the executive level on the fiscal health of the program
  • Coordinate, lead, and provide inputs to financial related tasks, leveraging programmatic support and expertise. This includes:
    • Acquisition plan and strategy
    • Program Review and Briefs
    • Vendor fact-finds
    • Monthly financial updates
    • Perform cost performance analysis
    • Procurement Planning Strategy Meetings (PPSM)
  • Provide strategic planning, analysis/integration of funding and guidance for financial aspects of the program
  • Support development of toolsets to monitor, and maintain, program funding requirements, budget constraints, funding shortfalls, annual execution tracking of current year and prior year funding and provide programmatic summaries
  • Provide support for and coordination of data calls – monthly reports, Congressional taskers
  • Support coordination of quarterly/bi-annual PMRs
  • Support development of templates for proposals, data calls/RFIs
  • Participate in establishment/definition of program plan requirements, and monitoring and reporting performance to ensure objectives are met
  • Support development of mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients
  • Provide assistance with coordination of meetings and Classified Video Teleconferences

Qualifications

Required Education and Experience:

  • Bachelors degree and at least ten (10) or more years related experience
  • Knowledgeable of DoD 5000
  • Knowledgeable with Defense Acquisition system
  • Must have experience with project management oversight as well as BFM experience with Planning, Programming, Budgeting and Execution processes used by the DoD
  • Must be a US Citizen with an active secret security clearance

Desired:

  • Knowledgeable with Joint Capabilities Integration and Development systems 

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
