SAIC is seeking an experienced leader that can foster teambuilding, establish relationships, and has a high business acumen to support growing a diverse portfolio across NAVSEA's Warfare Centers.  The Project Analyst Senior Manager aligns to the Navy Business Group (NBG) and supports the Combat and Strategic Systems (CSS) Market Leader.  The position is hybrid with expectations of 20% onsite.

The Project Analyst Senio Manager is responsible for:

·        Overseeing and managing the operational aspects of their projects and serves as liaison between project management and planning, project team, and line management.

·        Reviewing status of projects and budgets; manages schedules and prepares status reports.

·        Assessing project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.

·        Formulating strategic courses of action to maximize the organizational unit's advantage within its market.

·        Advancing existing capabilities to meet customer's evolving needs as well as drive expansion to new and related markets.

·        Identifying, investigating and evaluating business-to-business and strategic business alliances that are consistent with the Market's long-range goals.

·        Developing mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.

·        Ensuring contract requirements and subcontractor responsibilities are being accomplished including working on the definition and implementation of project planning techniques to provide visibility on the contract.

·        Developing budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring, and reporting performance against plans to ensure that contractual, cost and schedule objectives are met.

Duties to include:

·        Assisting in identifying and capturing opportunities for a robust pipeline focused within the CSS focal areas that supports the NBG growth objectives

·        Collaborating with subject and technical matter experts, functional leads, and Program Managers

·        Creating a collaborating environment that supports multiplicity of thought and the intent to work across the entire SAIC Enterprise to bring the absolute best personnel and capabilities onboard to support the Navy's mission and objectives

·        Coordinating with team members including PMs, technical leadership, and SMEs to build and execute call plans to position SAIC for successful pursuits of future efforts

·        Assessing probable competition and evaluating relative strengths and threats well before opportunities are released to industry

·        Collaborating effectively with internal teams and external partners to sustain operational excellence, resolve conflicts, and achieve customer satisfaction

·        Supporting development of strategic teaming alliances with other entities supporting the Warfare Centers

·        Briefing strategies and business metrics at the Market, Business Group, and Enterprise level meetings when needed

·        Ensuring compliance with ethical and quality standards and escalate challenges to SAIC leadership

·        Working and executing quick responses to data calls and informational requests

·        Providing input to planning and staffing and recommending and implementing changes to methods within the program and accounts.

·        Managing a function that includes multiple related programs and accounts.

·        Developing, modifying and executing procedures that affect immediate operations and may have Market-wide effect.

Qualifications

Required education and Qualifications:

·        Bachelors and eighteen (18) years or more of related experience in relevant business, technical, or professional field of study

  • 5 + years of experience developing relationships with NSWC leadership and technical leads at various locations
  • Present sound business judgment, keen conceptual skills, intellectual discipline, self-confidence, imagination, well-developed management skills, and the personal ambition to play a major role in the growth and success of a high technology company with a strong heritage for high quality and responsive service to its clients
  • Demonstrate the ability to influence constructively and interact at the highest levels of corporate structure
  • Excellent interpersonal, problem solving, and business acumen

·        Demonstrate an in-depth knowledge of Warfare Center capabilities and interdependence with academia and industry

·        Experience in Local, State, and Federal agencies to ensure the Market is aligned with new policies coming out of State and Federal Administrations

·        Experience in project planning and development

  • Experience dealing with senior executives; ability to work effectively in fast-paced, time-sensitive, and often multi-tasking environment
  • Experience developing POA&Ms

·        Ability to interpret and recommend modifications to Market-wide policies and practices.

·        Experience developing budgets, schedules and performance standards.

  • Ability to travel, as necessary in support of the Account or Enterprise (around 10% of the time)
  • Ability to obtain and maintain a Secret clearance
  • US Citizenship required
