We are currently seeking a highly skilled and motivated Program Control Analyst to join our talented team. In this role, you will provide expert advice in budget preparation, analyze organizational performance, and assess the financial impact of programs and policies. You will also manage and track finances across various funding types, produce executive summaries, and implement financial management principles while supporting project planning, tracking, and reporting.

Work is performed on site in Norfolk, VA and Virginia Beach, VA.

This position is contingent upon award news Spring of 2026.

Key Responsibilities:

  • Provide advice and technical assistance in the preparation of annual budgets.
  • Measure organizational performance; assess the effects of various programs and policies on the budget.
  • Examine budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives.
  • Employ cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods.
  • Examine past and current budgets and research economic and financial developments that affect the organization's spending.
  • Coordinate financial activities across various stakeholders.
  • Manage finances across multiple funding types.
  • Track budgets, costs, and variances.
  • Produce executive summaries.
  • Conduct financial reporting and analyses on financial issues and customer requirements.
  • Develop and propose courses of actions (COAs) and recommendations for financial issues.
  • Interpret and apply financial management principles.
  • Apply financial management processes, techniques, policies, regulations and organizational strategic goals.
  • Participate in the planning, tracking analysis, and reporting on projects of varying contract type, size, complexity, and level of risk.
  • Implement financial policies and procedures in support of projects.
  • Establish and maintain cost/schedule baselines.
  • Implement Earned Value methodologies and perform related variance analyses.
  • Prepare written and verbal reports to management regarding cost schedule variances.
  • Interface with Project Managers, Contracts, Senior Technical Personnel, as well as other organizations. 
  • Participate in new business proposals through schedule and RLN support, providing input and cost volumes to management.

Qualifications

Qualifications:

  • Bachelor's degree and three (3) to six (6) years of related experience.
  • Expertise in financial software and applications (e.g., ERP systems, budgeting tools, data analysis platforms).
  • Proficiency in programming languages like SQL, Python (for data manipulation and analysis).
  • Advanced Excel skills for data modeling and financial analysis.
  • Database management knowledge.
  • Strong analytical thinking to identify patterns and trends in financial data.
  • Ability to interpret complex financial statements and reports.
  • Problem-solving skills to identify and resolve system issues.
  • Understanding of accounting principles and financial reporting standards.
  • Knowledge of business processes and workflows within finance departments.
  • Ability to translate business requirements into system specifications.
  • Demonstrated written and verbal communication to effectively interact with stakeholders at all levels.
  • Ability to present technical information in a clear and concise manner.
  • Experience in managing system implementation projects.
  • Ability to prioritize tasks and meet deadlines.

Required Security Clearance:

  • US Citizenship required.
  • Must possess or be able to obtain a Department of Defense (DoD) Secret security clearance.
    • Active Interim Secret or final Secret clearance is preferred.
