SAIC is seeking a Program Control Analyst Sr in Crane, IN responsible for developing and managing procurement quality assurance processes, with a special focus on creating and reviewing instructions for Acquisition Documentation Logs (ADLs), Request for Variance (RFVs), Engineering Change Proposals (ECPs), and Notice of Revisions (NORs). This role involves generating and reviewing contract documentation, ensuring compliance with quality standards, and establishing robust acquisition processes for contracting actions. The ideal candidate will have a deep understanding of procurement quality management, contract documentation, and industry standards.

Key Responsibilities:
·    Develop, implement, and maintain procurement quality assurance policies and procedures focused on ADLs, RFVs, ECPs, and NORs.
·    Generate detailed instructions and guidelines for the creation and management of ADLs, RFVs, ECPs, and NORs.
·    Review and approve procurement-related documents to ensure compliance with company quality standards and contractual requirements.
·    Establish and refine acquisition processes to streamline contracting actions and ensure adherence to regulatory and quality standards.
·    Conduct thorough quality audits of procurement activities and supplier performance, and report findings to senior management.
·    Collaborate with suppliers and internal teams to resolve quality issues and implement corrective actions.
·    Monitor and analyze procurement quality metrics, identifying areas for improvement and implementing effective solutions.
·    Coordinate with internal departments (e.g., production, engineering, logistics) to address quality concerns related to procurement and contract documentation.
Ensure all procurement activities comply with industry standards, regulatory requirements, and company policies.
·    Manage the Approved Supplier List (ASL), ensuring all suppliers meet the necessary quality standards.
·    Provide training and guidance to procurement and quality teams on contract documentation and quality assurance best practices.
·    Prepare and present reports on procurement quality performance to senior management.

Qualifications

Required Education and Experience:

  • Bachelors and 6 years of relevant experience; Masters degree and 4 years of relevant experience; 4 years of additional experience in lieu of a degree.

Required Security Clearance:

  • Must have the ability to obtain a Secret Clearance (US Citizenship required).

Required Skills:

  • Minimum of 7 years of experience in procurement and quality management, with a focus on contract documentation and acquisition processes.
  • Strong knowledge of quality assurance methodologies, tools, and processes related to ADLs, RFVs, ECPs, and NORs.
  • Excellent understanding of industry standards (e.g., ISO 9001, AS9100) and regulatory requirements.
  • Proven experience in conducting supplier audits and assessments.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills.
  • Ability to work collaboratively with cross-functional teams.
  • Certification in Quality Management (e.g., CQE, CQM) is a plus.
  • Proficiency in using procurement and quality management software.
  • Must be able to obtain and maintain a secret level clearance. (interim required to support)
