We are currently seeking a highly skilled and motivated Program Control Principal to join our talented team. In this role, you will lead the planning, tracking, and reporting of complex projects, implement financial policies, and establish cost/schedule baselines using Earned Value methodologies. You will also provide expert guidance in budget preparation, conduct cost-benefit analyses, manage finances across multiple funding types, and produce comprehensive financial reports and executive summaries to support decision-making.

Work is performed on site in Norfolk, VA and Virginia Beach, VA.

This position is contingent upon award news Spring of 2026.

Key Responsibilities:

  • Participate in the planning, tracking analysis, and reporting on projects of varying contract type, size, complexity, and level of risk.
  • Implement financial policies and procedures in support of projects.
  • Establish and maintain cost/schedule baselines.
  • Implement Earned Value methodologies and perform related variance analyses.
  • Prepare written and verbal reports to management regarding cost schedule variances.
  • Interface with Project Managers, Contracts, Senior Technical Personnel, as well as other organizations.
  • Participate in new business proposals through schedule and RLN support, providing input and cost volumes to management.
  • Provide advice and technical assistance in the preparation of annual budgets.
  • Measure organizational performance; assess the effects of various programs and policies on the budget.
  • Examine budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives.
  • Employ cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods.
  • Examine past and current budgets and research economic and financial developments that affect the organization's spending.
  • Coordinate financial activities across various stakeholders.
  • Manage finances across multiple funding types.
  • Track budgets, costs, and variances.
  • Produce executive summaries.
  • Conduct financial reporting and analyses on financial issues and customer requirements.
  • Develop and propose courses of actions (COAs) and recommendations for financial issues.
  • Interpret and apply financial management principles.
  • Apply financial management processes, techniques, policies, regulations and organizational strategic goals.

Qualifications

Qualifications:

  • Master's Degree and ten (10) years of professional experience with financial management.
  • Strong understanding of financial systems, accounting principles, and relevant ERP platforms (e.g., SAP, Oracle).
  • Ability to analyze complex financial data, identify trends, and draw meaningful insights.
  • Excellent troubleshooting skills to resolve system issues and address user concerns.
  • Effective communication with both technical and non-technical stakeholders to gather requirements, present findings, and explain complex concepts.
  • Ability to manage project timelines, budgets, and deliverables.
  • Ability to motivate and guide team members, build consensus, and delegate tasks effectively.
  • Stay updated with emerging technologies and industry best practices in financial systems.

Required Security Clearance:

  • US Citizenship required.
  • Must possess or be able to obtain a Department of Defense (DoD) Secret security clearance.
    • Active Interim Secret or final Secret clearance is preferred.
