SAIC is seeking a motivated and dedicated Program Control Team Manager to support programs within the Space and Intelligence Business Group.
Job Description:
The candidate will participate in the planning, tracking, analysis, and reporting on multiple projects of varying contract type, size, complexity, and level of risk. The candidate will have significant interface with Project Managers, Contract Management staff, Senior Technical Personnel, as well as other functional organizations.
Duties will include, but are not limited to:
- Participates in the development of solutions to a variety of problems moderate in scope and complexity. Reports detailed information, analyzes financial data in support of project cost/schedule status and follows established procedures while contributing to the completion of organizational projects and goals.
- Lead a team of Program Controllers (PCs), overseeing their program activities, providing guidance on financial matters, tracking performance goals, and ensuring all expectations of the PC role are met throughout the year. If goals or expectations are not met, have the capability to implement corrective actions.
- Evaluate the processes and procedures used by PCs and provide input on how to enhance efficiency and improve overall workflow.
- Serve as the primary contact for Defense Space portfolio leads on all matters related to program performance that fall within this role's purview.
- Demonstrate a strong desire to understand Financial Planning and Analysis (FP&A) within the Space & Intelligence Business Group (SIBG) and apply this knowledge to programs in the Defense Space market. This role offers a growth path into a director position as part of the career progression.
- Ability to analyze and reconcile cash flow, profitability, invoicing, unbillables, costs on hold, subcontracts monthly and attend briefings with functional staff to validate current project status.
- Provide accurate sources of revenue data for inclusion in yearly AOP and quarterly forecast exercises.
- Ability to build and maintain bottom's up estimate at completions on all project types, meet deadlines for submissions, certifications and provide management with ongoing status of EACs.
- Establishes Work Breakdown Structures (WBSs) and related dictionaries, Basis of Estimates (BOEs), Resource Loaded Networks (RLNs), and detailed Budgets as contractually required.
- Ensures adherence to Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley and all Corporate policies and procedures as they relate to contract financials.
- Participates in new business proposals, project projections, analysis of requirements, and input to cost and management volumes.
Qualifications
- US Citizenship Required.
- Bachelor's Degree from an accredited university in Finance or Accounting and minimum of ten (10) years of Project Control or related experience, or Master's Degree and eight (8) years of experience. Additional four (4) years of experience considered in lieu of degree.
- Must have working knowledge of Earned Value Management (EVM).
- Candidates must possess a strong background working with multiple contract Types:
- Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and hybrid contracts.
- Ability to learn new process tools, multi-task and remain unflustered by competing time, project manager, SOX and management requirements.
- Financial reporting experience on a variety of contract types.
- Oversee key line forecasting, work authorization, implementation of EV reporting on applicable programs, program budgeting, estimate at complete development, and various financial reporting activities.
Desired Qualifications:
- Working knowledge of Cost Point and Cognos.
- Active Secret clearance.
Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
