We are seeking a Strategic Senior Capture Director with a distinguished track record of winning $500M+ deals within the Department of Defense (DoD) and Intelligence Community (IC). This leader will drive the capture of complex, enterprise-scale programs—specifically across mission IT, enterprise IT, including both firm-fixed-price (FFP) and fixed-unit-price contract structures.
This role demands not only capture excellence but also proven leadership in mentoring capture teams, managing growth and pursuit budgets, and executing strategies that deliver results in highly competitive environments. The successful candidate will be instrumental in shaping high-value opportunities from pipeline to proposal submission.
Key Responsibilities:
- Lead all phases of large-scale capture efforts for the Navy and Intelligence Community, particularly within mission IT and enterprise IT domains, with individual opportunity values exceeding $300M.
- Develop and execute tailored win strategies for FFP and fixed-unit-price contracts, accounting for price sensitivity, performance risk, and delivery assurance.
- Build and manage high-performing capture teams, guiding efforts across solution development, competitive analysis, customer engagement, and proposal strategy.
- Lead and mentor capture professionals across the organization, establishing best practices, tools, and training to elevate team-wide effectiveness.
- Interface directly with senior government stakeholders teaming partners to shape opportunities and influence acquisition approaches.
- Develop and manage capture budgets and resource plans, ensuring responsible allocation of investment and tracking ROI across pursuits.
- Translate complex mission requirements into executable strategies aligned with customer objectives and procurement trends.
- Collaborate with business development, pricing, contracts, proposal, and delivery teams to ensure proposal alignment and compliance.
- Support early opportunity shaping, black hat reviews, teaming strategy development, and risk mitigation planning.
Qualifications
Required Qualifications:
- Bachelor's degree and 18+ years experience including 15+ years experience in the Navy and/or Intelligence Community sectors, with at least three (3) demonstrated wins valued at $300M+ within these domains. Additional years of experience may be considered in lieu of a degree.
- Deep experience with firm-fixed-price and fixed-unit-price contracts and demonstrated ability to tailor strategy accordingly.
- Proven leadership in mission IT and enterprise IT capture efforts across complex, multiyear programs.
- Experience with Network engineering for Office of National Defense Intelligence that includes First Article Engineering of core Enterprise IT Services and & Operations such as Network engineering, data engineering, server and cloud engineering.
- Experience with solutions to protect search interests through the obscuring of text and image queries for a totally secure transaction/transmission of images from request to transport back to the requestor.
- Strong financial and business acumen, with experience managing growth budgets and ensuring pursuit efforts are cost-effective.
- Demonstrated success in training and mentoring capture managers or leading cross-functional capture teams.
- In-depth knowledge of FAR/DFARS, government acquisition practices, and competitive proposal development.
- Active TS/SCI clearance required
- Exceptional communication, leadership, and stakeholder engagement skills.
Preferred Qualifications:
- Experience leading captures for cloud migration, cybersecurity, network modernization, or enterprise service management programs.
- Experience leading Digital Engineering, Modeling & Simulation and 3D Reality captures.
- Familiarity with secure proposal development and classified submission requirements.
Target salary range: $200,001 - $240,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
