We are seeking a technical project manager with a passion for challenges and problem-solving. The successful candidate will work at all levels of a large cabinet-level Federal agency and will lead the management of their respective task order areas that involve cloud-related special projects, in particular the establishment of a new T-Cloud (Transportation Cloud) initiative at the U.S. Department of Transportation.  
The task order manager provides day-to-day management and supervision of a matrixed group of approximately 22 T-Cloud team members, which involves the oversight of multiple projects and groups of personnel at multiple locations across the country. Organizes, directs, and coordinates the planning and production of all task order support activities and allocates resources as necessary. Demonstrates strong written and oral communication skills. Provides comprehensive engineering, operations and maintenance leadership for Cloud Services tools and solutions. Leads design architectural changes and implementation, following established configuration management processes and schedules. Provides highly specialized technical advice concerning configuration and implementation of new and existing Cloud services. Analyzes the metric, technical configurations and provides recommendations on the best solution alternatives. Provides technical guidance for directing and monitoring Cloud-based information systems operations and development. Manages the task order team that utilizes tools and identifies and diagnoses complex problems and factors affecting cloud-based networks, systems, storage and application performance. Leads the troubleshooting of cloud-based networks, systems, storage and application performance systems when necessary and provides empirical data and recommendations to improve performance.
From a management perspective, the successful candidate will possess demonstrated skills in delegating to task area leads, and a strong ability to coordinate activities of the project-related activities. The successful candidate will also possess strong client relationship skills, to include executive-level fed briefings and collaboration sessions with the customer. The successful candidate will also be proficient in presenting status briefings to the customer at varying management levels, including director-level personnel. The successful candidate will possess strong skills in organizing the work, the team and the client and as a senior-level task order manager, this person will be able to self-manage his or her job responsibilities.     
This leader requires an operational and strategic mindset with a passion for problem-solving in a complex technical environment. 
The successful candidate will manage a 22-person team at all Infrastructure operational levels of a large Federal Department. This role requires the ability to work with a variety of customer stakeholders to manage priorities and projects as well as hold the task area team members accountable to those priorities. He or she will be a strong team leader and mentor and will demonstrate an ability to coach and hold the teams accountable for optimal delivery of services.

  • Must be able to collaborate well with other contractor teams, including the PMO contractor, and to deftly manage the appropriate customer and contractor chains of command.
  • Must be familiar with managing contractual deliverables, as well as ticket queues and ticket quality. Proficiency with ServiceNow is required.
  • Experience with major incident and critical situation problem resolutions is required.
  • Ensures federal customer satisfaction with IT services by understanding their strategic and tactical needs, making sure actions are taken to close any gaps, influence stakeholders' perceptions of the relevant cloud-based services.
  • Must possess experience as a team leader and act as a mentor in a cloud infrastructure technical environment.
  • Responsible for overseeing the technical landscape cutover and production operational support spanning the entire lifecycle of the strategic platform or portfolio of IT solutions and applications.
  • Ensures federal customer satisfaction with IT services by understanding their strategic and tactical needs, making sure actions are taken to close any performance gaps; influence stakeholders' perceptions of the relevant services.  

Qualifications

REQUIREMENTS:

  • Bachelor's Degree and at least 8 years of management experience with an emphasis on cloud-based tools and solutions experience.  Ability to analyze new and complex project-related problems and create innovative solutions that normally involve the schedule, technology, methodology, tools, solution components, and financial management of the project. Provide applications systems analysis and long and short-range plans for Cloud tools selection, systems development, systems maintenance, and production activities for necessary support resources.
  • Candidate must be a U.S. citizen or green card holder who has resided in the U.S. for at least 3 years and the ability to obtain public trust clearance.

ADDITIONAL PREFERRED SKILLS:

  • Technical knowledge and experience working with cloud-based solutions and tools in AWS, Azure and Google, is highly desirable.
  • Effective team leadership skills strongly preferred, including risk management, skill development, task prioritization, performance management, and mentoring/coaching of cross-functional team members.
  • Ability to work independently and manage multiple demands on time, in cross-functional hybrid environment.  
  • Strong collaboration skills using a solutions and customer-service-oriented approach.
     

Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
