SAIC's Horizon 2 contract is seeking a Senior Principal Requirements Engineer in support of Operational Test and Training Infrastructure (OTTI) in Colorado Springs, CO. The Senior Principal Requirements Engineer will support a team of multi-disciplined engineers and analysts to coordinate with government and partner space operations and technical experts to develop OTTI and range strategies focused on capabilities-based requirements.  Additionally, the analyst will work with other systems engineers/teams to utilize developed requirements in support of architecture development, managing technical baseline processes and documentation, and aligning mission requirements for test, training, and tactics development purposes.

We are looking for self-motivated, enthusiastic people who are excited about taking on a variety of challenges as we continue to develop a test, training, and tactics development enterprise solution to support the USSF and Joint warfighting community. Successful candidates will be able to work under only very general supervision, work across diverse groups, demonstrate a high attention to detail, and quality product delivery. Occasional travel may be required to engage with key stakeholders.

Responsible for:

  • Coordinating with STARCOM, the Integrated Program Office (IPO), users, and other organizations on understanding and eliciting user needs and use cases.
  • Analyzing customer needs to translate into and refine high-level capability requirements through STARCOM processes and recommending allocation to IPO Senior Materiel Leader/Materiel Leaders.
  • Supporting IPO in plan development for requirement validation, verification, and test.
  • Managing capability requirements and providing oversight / coordinating requirements management across IPO throughout lifecycle.
  • Coordinate development of IPO Requirements Traceability Matrix (RTM).

Qualifications

This is you:

  • Bachelor's Degree in a technical field of study or related field with 14+ years of systems engineering experience, including:
    • Requirements analysis and engineering.
    • Requirements engineering tools (JAMA, DOORS).
    • DoD or government technical and mission requirements and documentation across test, training, and tactics development (TACDEV) elements.
  • Must have an in-scope security background investigation (T5 or SSBI), adjudicated for SCI eligibility and enrolled in the Continuous Evaluation program (if applicable).
  • Must be willing to be nominated for access to Sensitive Compartment Information and Special Access Programs and willing to consent to a Polygraph examination.

Desired Qualifications:

  • 6+ years of Space experience or supporting Space domain mission organizations.
  • Understanding of model-based and/or software engineering tools and practices and how they relate to requirements management.
  • Demonstrable experience with DoD or NRO space and ground requirements analysis and decomposition.
  • Understanding of DoD and USSF range operations, standards, and policies.
  • Professional certification (e.g., Professional Engineer, INCOSE CSEP, ITEA CTEP, Agile PM/PO, etc.).

Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
