SAIC has an opening for a Senior Uniform Policy Analyst at the Pentagon (address is Washington DC). 

RESPONSIBILITIES AND DUTIES:

  • Serves as a Policy Analyst (PA) for the Chief Talent Management Office (CTMO).
  • The PA is responsible for planning, directing, coordinating, set-up and reporting of all activity projects.
  • Such projects may be in support of talent management functional communities, business operations, administrative functions, programs, initiatives, or research activities.
  • Applies knowledge of management concepts, principles, analytical and evaluative methods, and practices to determine the effectiveness of projects or operations in meeting established goals and objectives and analyzes project performance data to identify issues and make recommendations for project and process improvement.
  • Provides technical support, staff assistance, and is responsible for determining the number of personnel required to successfully accomplish project requirements.
  • Provides proposals, cost estimates and up- dated schedules, funding expenditure and reports pertaining to the various projects, which are being worked on.
  • Directs the priorities of projects and measures progress toward reaching objectives effectively and economically.
  • Also, convenes and leads working groups and planning teams with military and civilian stakeholders.

Duty 1.  Development of Action Plans:
Perform in-depth analysis of DoD Talent Management programs, operations, and initiatives to identify opportunities for the department to implement new or improved talent management solutions. Consult with customers and stakeholders, who often have differing and competing perspectives, to assist the CTMO with developing advice and recommendations for short- and long-term actions plans. The incumbent manages actions, monitors status, prioritizes activities, and provides comprehensive status updates.
 
Duty 2. Project Planning & Execution:
Supports the CTMO by planning, analyzing, coordinating, evaluating, and ensuring the successful execution of priorities, performance metrics, resource allocations, work force management, and/or performance for organizational objectives to support operational requirements. The PA analyzes, develops criteria for, and evaluates policies and procedures affecting organizational project objectives; schedules integrated projects showing all dependencies, monitors, and tracks progress, prepares reports on progress and risks, and ensures successful project execution.
Prepares weekly, monthly, and quarterly reports developed from data gathered through research, meetings, and other collateral. Data is used to develop input for requirements, to identify internal procedural problems, and to develop program requirements. Plans, organizes, and conducts a variety of studies, analyses, and reports designed to identify needs and develop justifications for general and specific program activity requirements.
 
Duty 3: Requirement Identification 
Extrapolates from existing methods and procedures to future requirements in developing timely and executable plans of action for assigned projects and to provide recommendations and advice to the stakeholders, supervisor and/or other specialists. Recognizes potential improvement opportunities and advises management of opportunities in improving processes throughout the organization.  Actions may cross multi-functional and/or organizational lines and may require extensive coordination. The incumbent manages actions, monitors status, prioritizes activities, and provides comprehensive status updates.  

Qualifications

EDUCATION AND EXPERIENCE: Bachelors and fifteen (15) years or more related experience. 

  • Experience with talent management and working with the military services is particularly helpful.
  • Knowledge of management techniques and skills sufficient to ensure an integrative approach toward interpreting and determining significance of relationships, evaluate and recommend alternatives, conduct studies, determine potential impacts, and anticipate and resolve problems.
  • Command of organizational skills sufficient to authoritatively set goals, plan studies, schedule, and coordinate work, and integrate planning efforts across work units to meet strategic communication program goals within established timeframes.

  • ACTIVE SECRET SECURITY CLEARANCE 
     

Target salary range: $150,001 - $175,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
